Estelle Chan Joins as Director of Acquisitions
Based in the firm's Los Angeles office, Chan will take the helm in overseeing affordable housing acquisitions at BLVD. This includes managing the sourcing and execution processes for project-based Section 8 investments and Low-Income Housing Tax Credit (LIHTC) developments. Having served in various critical roles over the past 15 years, she brings invaluable expertise, particularly in affordable housing and LIHTC transactions.
Before joining BLVD, Chan was the Senior Director of Development at Fairstead, where she oversaw the acquisition and development of an impressive portfolio comprising over 3,000 affordable apartments, totaling more than $600 million in transaction volume. Her background is notable for its focus; she has spent the vast majority of her career devoted exclusively to affordable housing—a testament to her commitment and expertise in this vital area.

Additionally, her foundational work at Singapore's JTC Corporation as an AICP-certified planner has further nuanced her approach to real estate.
Her contributions have not gone unnoticed, culminating in her recognition by Affordable Housing Finance as a member of its national class of Young Leaders in 2025. Such accolades underline Chan's commitment to the affordable housing sector and her capacity to lead impactful projects.
