Enhancing Public Safety: Boldyn Networks Upgrades Mobile Infrastructure for London's Emergency Services

In a significant advancement for public safety, Boldyn Networks has been chosen to implement a 4G mobile network infrastructure that will facilitate the Emergency Services Network (ESN) throughout the London Underground. This upgrade is essential for modernizing critical communication systems, enhancing response times, and providing better information access for emergency personnel during incidents.

Collaboration for Better Communication

The project is a collaboration between Boldyn, EE, Transport for London (TfL), and the Home Office, aiming to foster more robust and dependable communication services for the thousands of first responders including the police, fire brigade, and ambulance services who rely on these systems daily. Notably, the British Transport Police are expected to emerge as one of ESN's primary users, underscoring the network's importance.

Comprehensive Coverage

The installation will ensure seamless mobile connectivity across the 137 Tube, Docklands Light Railway, and London Overground stations located underground. First responders will gain timely access to critical data, imagery, live video feeds, and essential public safety information, effectively supporting more coordinated and quicker responses to emergencies. This infrastructure will play a vital role in enhancing the safety and security of over four million daily passengers traveling on the Underground.

Faisal Mahomed, Managing Director of ESN Mobile Services at BT Group, emphasized their commitment: "EE is proud to be incorporating resilient, secure mobile coverage for the Emergency Services Network on London's Underground, helping keep frontline responders connected in critical situations. Extending ESN below ground marks another important milestone in our long-term commitment to empowering Britain's Emergency Services with trusted, mission-critical communications."

Replacing Airwave Service

The ESN is set to supplant the existing Airwave communication system that has been in use for the UK's emergency services, transforming operational capabilities by enabling quick, safe, and secure voice, video, and data communications through EE's 4G network. This enhancement will facilitate immediate access to life-saving data and crucial images for first responders at the operational front.

Rebecca Bissell, Director of Technology Products and Operations at TfL, commented on the utmost priority of safety: "Keeping our customers and London's emergency services personnel safe while they travel and operate across our network is our top priority. This means ensuring that frontline responders have immediate access to vital information to respond effectively to emergency situations and ensure the city's transit remains safe."

Complex Engineering Challenges

Implementing these capabilities within the London Underground presents unique engineering challenges, as it is regarded as one of the UK’s most complex transport environments. Boldyn Networks successfully secured a 20-year concession from TfL in 2021 to provide mobile coverage across the entire Underground network, aiming to deliver consistent, high-speed connectivity throughout stations and tunnel sections of the Tube.

Paul Osborne, Chief Commercial Officer UK at Boldyn Networks, stated, "Access to connectivity for the emergency services can't be compromised, particularly in the intricate environment of the London Underground. The ESN will ensure first responders can stay connected at critical moments, giving them access to crucial tools and data needed for rapid, safe, and effective responses. We are proud to work with TfL and EE to protect the millions who rely on the Underground every day."

A Future-Focused Initiative

This agreement reinforces Boldyn’s role as a trusted partner in enhancing London's network capacity and supporting the city's long-term connectivity ambitions. In addition to mobile coverage expansion across the Tube network, which is on track for completion by the end of 2026, Boldyn and TfL are committed to scaling the city’s fiber backbone and integrating small-cell technology across existing infrastructure.

The ESN program, a vital national infrastructure initiative, is designed to provide rapid, secure, and reliable communications for the UK's emergency services. Expanding mobile coverage across the London Underground network represents a significant stride toward ensuring comprehensive connectivity is available where it matters most, enhancing the safety protocols in place for all passengers.
