Tokyo's Initiative to Protect Senior Consumers from Fraud through Direct Delivery of Informative Leaflets

Protecting Senior Consumers in Tokyo



As the number of consumer consultation cases in Tokyo continues to rise, especially among the elderly, the Tokyo Metropolitan Government is taking proactive steps to combat this growing issue. The consumer consultation inquiries in the fiscal year 7 exceeded 145,000, marking a significant increase of about 10% from the previous year. Alarmingly, over 30% of these cases involve individuals aged 60 and older, highlighting the seriousness of consumer troubles faced by seniors.

In response to the anticipated surge in consumer-related incidents targeting the elderly, particularly as the population ages, Tokyo is initiating a project this fiscal year that collaborates with delivery service providers. The aim is to raise awareness about fraudulent sales tactics specifically targeting this vulnerable demographic.

Project Overview



From September to December, delivery service providers and meal delivery companies will be visiting households directly to distribute around 160,000 leaflets designed to prevent fraud against seniors. These informative leaflets will focus on common issues, including contract disputes triggered by online shopping or showing meter reading slips to unfamiliar visitors. To engage the audience effectively, the leaflets will feature illustrations in manga style, making the information both accessible and relatable.

The project’s implementation leverages partnerships with various esteemed organizations, including:
  • - Yamato Transport Co., Ltd. (Tama, Nishitokyo, and Musashino branches)
  • - Cooperative Associations: Including Co-op Mirai, Pal System Tokyo, Seikatsu Club Cooperative Tokyo, and Tohto Cooperative Association.
  • - Meal Delivery Services: Senior Life Create (Home Delivery Cook 123) and Watami Inc. (Watami's Home Meals).
  • - Beverage Delivery Services: Tokyo Yakult Sales Co., Ltd.

Feedback from Participants



Participants in the delivery of these leaflets have provided valuable feedback highlighting the initiative’s impact. Recipients noted the following:
  • - "While I often see advertisements warning against scams on television, having a leaflet in hand gives me reassurance."
  • - "Receiving the leaflet allows me to be cautious before getting caught in any trouble."
  • - "I was unsure where to seek help, but the leaflet made me realize I can consult the Consumer Life Center."

Distribution personnel have also expressed a positive response:
