Winncom Technologies Launches Program to Boost Broadband Compliance for BEAD Funding Projects

Winncom Technologies Launches Post-Award Compliance Assistance Program

Winncom Technologies, a prominent global distributor specializing in wireless and wired broadband solutions, has officially unveiled its BEAD Post-Award Compliance Assistance Program. This initiative aims to facilitate broadband providers in navigating the transition from funding selection to efficient project implementation.

The introduction of this program builds upon the success of Winncom's Grant Writing Assistance Program, esteemed for helping clients secure federal and state broadband funding with an impressive success rate of about 80%. Since the restructuring of the NTIA BEAD on June 6, 2025, the company has collaborated with over 30 different providers across 16 states, working on more than 65 BEAD and USDA applications.

As the projects evolve from provisional selection to actual contract execution, many states are imposing stringent requirements on subgrantees. These may include detailed engineering packages, implementation budgets, cybersecurity plans, environmental documentation, validation of matching contributions, and ensuring alignment with sourcing compliance—critical steps that occur before agreements are finalized.

Recognizing the complexities of this transition, Winncom has developed its Post-Award Compliance Assistance Program to help broadband providers systematically organize these mandatory materials, ensuring they remain compliant with various state expectations during this crucial phase.

Bridging the Gap to Implementations

Alex Cernik, the Head of Strategic Programs and Business Development at Winncom Technologies, emphasized, "Securing funding is a significant milestone, but it’s just the beginning. In several states, service providers are now expected to complete comprehensive documentation packages before the contracts can be issued. This program is designed to keep our customers aligned and proactive as they approach those compliance deadlines."

The program is structured around three core aspects that emphasize project readiness:

1. Pre-Contract Documentation Readiness:
The support here includes coordinating network design packages, aligning budget classifications, documenting match contributions, and preparing for cybersecurity and supply-chain risks, as well as ensuring readiness for PE sign-offs, NEPA, and environmental reviews.

2. BABA Documentation Preparedness:
Winncom aids providers in tracking manufacturer certifications, organizing country-of-origin documents, and ensuring conformity with waiver eligibility standards and sourcing documentation—helping to meet audit requirements.

3. Financial and Match Alignment Support:
This facet of the program prepares documentation of match contributions while synchronizing procurement with milestone-based deployment schedules in coordination with infrastructure financing partners, enhancing contract readiness and ensuring timely project deployments and reimbursements.

Cernik further iterated, "This is a natural progression from the assistance we've been offering our clients during the application phase. As more projects shift into the execution stage, the necessity for organized post-award coordination has become evident and essential."

Winncom remains committed to supporting broadband operators across the nation through various measures, including engineering coordination, vendor certifications, supply-chain alignment, financing engagement assistance, and thorough deployment planning strategies that meet BEAD implementation criteria.
