KRAFTON JAPAN has confirmed that the creative studio Neon Giant recently spoke at the Unreal Fest Chicago 2026, a significant event for game developers held from June 16 to 18, 2026. During this event, they revealed development insights for their upcoming title 'NO LAW', showcasing the technology and creative processes behind its vibrant open-world setting, Port Desire.

Exploring Port Desire: A High-Density Open World



On June 17, Tor Frick, co-founder and creative director of Neon Giant, took to the stage to share the intricate development process of Port Desire, the harbor city where 'NO LAW' is set. Unlike many traditional large maps in gaming, Neon Giant has focused on creating a richly detailed and immersive experience through a philosophy they call 'Density Over Scale'. This small but skilled team of approximately 20 veteran developers aims to allow players to dive into a more lively and interconnected world.

To bring Port Desire to life, they have harnessed the power of Unreal Engine 5, alongside their proprietary tools, to push the boundaries of what an open-world environment can be.

Key Technological Innovations


  • - Nanite: This technology enables high-resolution environmental expressions, maintaining performance even with vast numbers of objects. It allows for intricate details across the setting.
  • - Lumen / MegaLights: This aspect allows for real-time control of hundreds of light sources, creating dynamic lighting and realistic weather changes.
  • - Mass Framework / MetaHuman: With the integration of over 3,000 NPCs, Neon Giant creates an atmosphere brimming with life, showcasing diverse crowd behaviors.

An Immersive Gameplay System



Beyond stunning visuals, the session highlighted how the city environment itself plays a critical role in influencing gameplay. For instance, when players shoot out streetlights, the city plunges into darkness, prompting enemies to respond differently based on changes in light, shadow, and sound.

Using a combination of Procedural Content Generation (PCG), Niagara Data Channels, and Chaos Physics, Neon Giant crafts a dynamic game world that reacts in real-time to player actions, leading to an environment that feels alive and engaging.

In his presentation, Frick expressed excitement about the capabilities that Unreal Engine 5 has afforded the team. "Thanks to the latest technologies, we can build the ideal world without the constraints we once faced. I look forward to the day players can explore Port Desire themselves," he shared enthusiastically.
