In recent discussions about China's consultative democracy, the CPPCC (Chinese People's Political Consultative Conference) has emerged as a key player, especially through the efforts of prominent political advisor Zhou Hanmin. Known for his insightful proposals aimed at enhancing China's engagement with the global economy, Zhou has focused on critical areas such as free trade zones, cross-border data flow, and collaboration with underdeveloped economies.

This year, Zhou, who also serves as the president of the Shanghai Association of Public Diplomacy, announced his intention to propose strategies to attract foreign investments amid increasing global economic uncertainties. He emphasizes that sustained progress in high-level openings is essential for securing China's economic future.

The CPPCC plays a vital role in shaping national policies through a robust consultative process. Comprising a mix of various political factions, independent individuals, social organizations, and ethnically diverse representatives, the CPPCC operates as a specialized advising body within China's overarching democratic framework. Political advisors meticulously review and discuss policy recommendations, which may culminate in formal proposals submitted for official consideration. Notably, every proposal, irrespective of its acceptance, is required to elicit a response.

During a recent meeting led by Wang Huning, the chairman of the CPPCC National Committee, it was revealed that since the 2024 session, a total of 6,019 proposals had been submitted, with a remarkable 99.9% processed. These proposals cover a wide range of vital national issues, such as enhanced demographic development strategies and improved support for the private sector, which collectively contribute to creating a more favorable business environment.

The third session of the 14th National Committee of the CPPCC is currently underway, ending next Monday. Throughout this session, national political advisors will engage in important discussions regarding the reports from the Standing Committee. They will also participate non-voting in the upcoming sessions of the National People's Congress (NPC), where significant documents, including the highly anticipated government work report, will be discussed.

As the 14th Five-Year Plan (2021-2025) nears its conclusion, this year has been labeled critical for advancing China's modernization initiatives. The transition toward the 15th Five-Year Plan (2026-2030) has prompted the CPPCC to prioritize its research efforts and policy recommendations. According to Wang, in 2025, the CPPCC will focus on how it can further contribute to Chinese modernization, emphasizing the need for unity, consensus-building, and the extraction of wisdom to bolster national development.
