Free Online Seminar Announcement
Overview
On July 23, 2026, PICK Corporation will host a free online seminar titled "SCS Evaluation System & Response to Identification Law Revision: Companies Without Adaptation Will Lose Deals by 2027." This event aims to address the implications of two significant regulatory changes scheduled for 2027 that will impact how real estate transactions are conducted in Japan.
PICK, a company based in Minato, Tokyo, specializes in providing the DX platform for real estate and construction transactions. The seminar will feature speakers from VLC Security, a cybersecurity specialist, providing insights on the necessary preparations needed to comply with these new regulations.
Reasons for the Seminar
Changing Regulatory Landscape
The year 2027 will bring two major regulatory changes that could significantly influence the business dealings of companies in the real estate sector. The first change is the introduction of the
SCS (Supply Chain Security) Evaluation System. This initiative is led by Japan's Ministry of Economy, Trade and Industry in collaboration with the National Cyber Security Center. It aims to create a common standard to assess and visualize companies’ cybersecurity measures with a star rating system from ★1 to ★5. Implementation of ratings ★3 and ★4 is expected to begin at the end of fiscal 2026, meaning that businesses will need to obtain these ratings in order to remain competitive in securing contracts. This requirement is predicted to rival existing certifications, such as ISMS (Information Security Management System) and P Mark (Privacy Mark), in its significance.
The second key change comes from the revision of the
Act on Prevention of Transfer of Criminal Proceeds (commonly known as the Anti-Money Laundering Law). Starting on April 1, 2027, the traditional method of verifying personal identification through original documents will be replaced by a new method primarily involving the reading of IC chips within My Number Cards. This change affects various businesses, including real estate companies, which are classified as certain regulated entities under this law. Delays in compliance could lead to serious risks including identity fraud, contract disputes, and ultimately loss of business.
Although acquiring an SCS star rating is not legally mandated, it will serve as a new criterion for selecting trading partners, creating a scenario where companies that fail to adapt risk being left out of the marketplace altogether. Conversely, compliance with the personal identification law is a legal requirement for specific business types, including real estate agents, meaning that failure to transition to the new verification methods could result in legal breaches following the law's enforcement.
Both changes highlight the urgency for businesses to start preparations well in advance of the 2027 deadlines.
