The Alarmingly Low Success Rate for State Laws

On a national scale, the average state has earned a startlingly low grade when it comes to their ignition interlock laws. The loopholes embedded in DUI laws allow offenders the opportunity to regain driving privileges without ever having to install these crucial safety devices. This comes at a time when drunk driving fatalities are on the rise, increasing by an alarming 17% from 2019 to 2024.

Ignition interlocks are sophisticated devices that mandate a breath test before allowing the vehicle to start. If the driver's blood alcohol concentration (BAC) exceeds the predetermined limit, the car will not begin, providing an essential barrier against drunk driving. Currently, 34 states and Washington, D.C. enforce mandatory ignition interlock usage for all drunk driving offenders.

The Numbers Speak Volumes

In 2025, ignition interlocks successfully blocked over 336,000 attempts to drive by individuals with a breath alcohol concentration at or above .08, which is the standard legal limit across most states, except for Utah where the limit is .05. On average, this equates to 922 prevented driving attempts each day, or one every 95 seconds. This statistic alone illustrates the profound effectiveness of these programs in curbing repeated offenses.

MADD’s Call to Action

Stacey D. Stewart, the CEO of MADD, highlights the importance of these devices in public safety: “This report demonstrates that ignition interlocks are one of the most effective tools available to stop repeat offenses and reduce risk on our roads.” The MADD report advocates for the implementation of stricter laws in all states that mandate ignition interlocks for all convicted drunk drivers, including first-time offenders, for at least six months.
