NDC Partnership Launches Climate Investment Planning Tool



The NDC Partnership has recently introduced a pioneering online tool known as the Climate Investment Planning and Mobilization Framework (CIPMF). This cutting-edge resource aims to aid nations in effectively unlocking and channeling financial resources for climate action. With contributions and expertise stemming from 115 countries, implementation partners, as well as public and private financial institutions, the tool is set to play a crucial role in facilitating climate financing decisions.

The pressing need for countries to progress from planning to implementing their climate commitments—termed Nationally Determined Contributions (NDCs)—is underscored, given the current challenges surrounding access to climate finance. Many nations express the desire to quickly transition their priorities into actionable strategies; however, inadequate financing access remains a significant barrier, exacerbated by recent shifts in the financial landscape. To navigate this complexity, it becomes paramount for countries to develop clear investment plans that allow for productive discussions with potential funders and investors.

Pablo Vieira, the global director of NDC Partnership, emphasized the intricacies involved in navigating the climate financing landscape. He stated, “The climate financing environment is fragmented and multifaceted, making it challenging for countries to access and utilize available resources effectively. To translate climate goals into tangible projects, nations must strategically engage financial stakeholders, necessitating a solid understanding of where knowledge, capacity, and planning gaps lie.”

The CIPMF asserts that aligning various governmental branches—including planning and finance ministries, national development banks, central banks, and the private sector—is essential to enhancing the scale, quality, and impact of available financial resources. This innovative tool not only assists countries in accurately articulating their priorities and needs but also enables effective communication with technical partners, funders, and investors.

The evident gap in climate financing can be observed in the requests that countries pose to the NDC Partnership, a global coalition comprised of over 240 countries and institutions. It was found that financial support is the most frequently requested type of assistance. In fact, 90 percent of developing countries seek some form of financial-related support from all member countries.

In response to the countries' demand for financial assistance, the NDC Partnership, along with the Green Climate Fund (GCF), unveiled a draft of the CIPMF during COP28 held in Dubai in 2023. Contributions from multiple stakeholders, including both public and private entities as well as country representatives, played a role in shaping this tool. By establishing a common point of reference, the guide helps nations tackle the complexities of climate investments and strategically mobilize resources to achieve their climate objectives.

The online CIPMF serves as an unparalleled resource that delineates six critical phases within the climate investment planning and resource mobilization processes. It offers flexible entry points catering to countries at different stages of their financial planning journey, allowing nations to identify their needs and gaps in climate financing, devise funding strategies and project plans, and map out support providers and funding opportunities tailored to their specific national contexts.

This innovative framework advocates for data-driven decision-making that addresses the needs articulated by countries, integrating specific enhancements aligned with key thematic priorities within climate action.
