GovTech Tokyo Unveils First Integrated Annual Report

On November 20, 2025, GovTech Tokyo, a general incorporated foundation located in Shinjuku, Tokyo, announced the release of its first Integrated Annual Report for 2025. This event marks a significant milestone as it aims to tackle social issues through collaborative discussions among a diverse array of stakeholders about what the future of public services should look like.

Since launching operations in September 2023, GovTech Tokyo has been partnering with the Tokyo Metropolitan Government and local municipalities to drive digital transformation (DX) throughout the city. With a mission to contribute as the capital city to over 1,700 municipalities across Japan and cities worldwide, GovTech Tokyo adheres to a vision encapsulated in the phrase "Transforming Public Administration with Information Technology for a Changed Future from the Capital."

In preparation for its mid-term management plan, set to be published in October 2024, the organization emphasizes the importance of proposing and executing discontinuous transformations based on backward mapping toward a desirable future. This commitment underscored the necessity for transparency and building trust with stakeholders, culminating in the release of the 2025 Integrated Annual Report.

The latter part of the report addresses the essential role of human capital in sustainable organizational growth and value creation within society. By clearly stating its perspectives on human capital, the specific measures it has taken, and its future direction, GovTech Tokyo aims to bolster transparency and strengthen relationships with its stakeholders.

The event will feature Miyazaka Manabu, the Chairperson of GovTech Tokyo and the Vice Governor of Tokyo, who will elucidate the background and objectives of the report. This will be followed by a talk session promoting discussion on the theme of public service, where various stakeholders involved in resolving social issues will explore the allure of social careers and the significance of human capital in the public sector.
