The documentary, broadcast on Asahi Broadcasting Television from January 2012 to January 2026, meticulously documented the reconstruction efforts in the affected area of Kobe, specifically the area south of the JR Shin-Nagata Station, which suffered severe fire damage during the Great Hanshin Earthquake. Yasuhiro Yajima and Yoichi Miyazawa served as producers, with Michiko Nishimura directing the project, while Yu Bandou handled the editing. The program highlighted the story of how the local government decided shortly after the earthquake to invest 271 billion yen in a large-scale redevelopment project, building around 40 mid- to high-rise buildings.
Unfortunately, the redevelopment process forced many local residents and shopkeepers to choose between moving into government-built buildings or relocating entirely. This led to a significant transformation of the once-vibrant downtown area into a concrete jungle of towering structures designed to withstand earthquakes and fires. However, voices of discontent began to emerge from shopkeepers forced into these new spaces, citing financial struggles due to the heavy burden imposed by new operating conditions amidst limited customer flow.
Shopowners, whether they purchased or rented properties, found themselves trapped under the weight of monthly rents, loans, and management fees while dealing with the harsh realities of running a business in gentrified spaces. The documentary effectively reported on the dissonance between the administrative rehabilitation project and the genuine needs for recovery and revitalization voiced by disaster survivors. It posed challenging questions regarding the nature of true reconstruction and whether it aligns with the residents' aspirations and economic realities.
