NEC and Gyosei Team Up for Efficient Election Administration with AI



In a pioneering effort, Japan's NEC Corporation and Gyosei Co., Ltd., in collaboration with the Yokohama and Sendai City Election Management Offices, have launched a groundbreaking proof-of-concept experiment utilizing generative AI aimed at streamlining election-related administrative tasks. This initiative is crucial given the intricate legal and procedural landscape that cities must navigate while managing elections.

The primary objective of this project is to improve the efficiency of citizen interactions. With a vast array of inquiries ranging from candidates to voters, ensuring accurate responses rooted in laws and precedents is vital. However, the irregular nature of elections has historically posed challenges in maintaining a consistent knowledge base among employees, often leading to an over-reliance on veteran staff members.

To tackle these challenges, NEC has leveraged Gyosei's extensive library of election-related literature, which includes expert texts and FAQs developed by municipalities. The AI system built for this project is designed to aid staff by providing contextual information in response to natural language input. For instance, a query regarding prohibited greetings under public election law can be simply typed into a chat interface, prompting the AI to present relevant legal texts and resources as found in Gyosei’s publications.

Surveys conducted post-implementation revealed encouraging results. Over 90% of users from both cities rated the accuracy of the AI-generated responses as
