Gold Coast Health Plan: Anniversary of Service and Growth
On July 1, 2026, Gold Coast Health Plan (GCHP) commemorates its 15th anniversary, marking a significant milestone in providing coordinated healthcare services for Medi-Cal members in Ventura County. Since its inception in 2011, GCHP has been pivotal in enhancing the health and well-being of one of the most vulnerable populations within the community.
Initially, GCHP launched its operations as the sixth County Organized Health System in California, catering to nearly 100,000 Medi-Cal members. Over the years, through its extensive network of primary care physicians, specialists, and hospitals, the health plan has seen its membership growth surge to approximately 255,000, driven by the expansion of Medi-Cal eligibility. This remarkable growth has necessitated an increase in staffing, from just 25 employees to over 400, reflecting its commitment to the community.
Dr. Felix Nuñez, the chief executive officer of GCHP, expressed gratitude to the staff, providers, and community partners who have consistently worked to meet the healthcare needs of their members. He remarked, "Today, we celebrate our staff, our providers, and our community partners for showing up every day to meet our members where they are in their healthcare journey." As the health landscape evolves, GCHP has remained steadfast in its mission to deliver high-quality healthcare.
In evaluating GCHP's commitment to service, the California Department of Health Care Services has recognized the plan among the top-performing managed care options statewide. GCHP has excelled in essential metrics such as health screenings and immunization rates, directly impacting the overall health of the community.
An important achievement came in the past year when GCHP attained dual accreditation from the National Committee for Quality Assurance (NCQA). The health plan received the Health Equity Accreditation for its dedication to understanding and addressing the diverse health needs of its members. Additionally, NCQA's Health Plan Accreditation acknowledges GCHP's ongoing commitment to quality improvement.
Further expanding its services, in 2025, GCHP launched the Total Care Advantage (HMO D-SNP), which effectively combines Medi-Cal and Medicare benefits for low-income seniors and individuals with disabilities, providing a dosed approach to comprehensive care.
GCHP has made substantial investments in community partnerships, with significant funding directed toward programs that enhance healthcare access. Through its Resilience, Innovation, Sustainability, and Equity (RISE) grant program, the health plan donated over $13 million in the past two years alone to local clinics and organizations, demonstrating a sustained investment in the community's health and welfare.
The partnerships formed between GCHP, local providers, and community services have played a crucial role in improving health outcomes and accessibility for those they serve. Dr. Nuñez noted, "Our provider and community partnerships have been essential to driving improvements in access to care and health outcomes for the people we serve. We have done meaningful work together over the years – and that is worth celebrating."
As Gold Coast Health Plan looks to the future, it remains committed to fostering a healthier Ventura County by championing quality healthcare, addressing disparities, and enhancing the lives of all its members. For residents who rely on Medi-Cal, GCHP's unwavering dedication spells hope and support in navigating their healthcare journeys.
