Washington, D.C. — On October 1, 2026, Colombian-Canadian economist and sustainable development expert Diego Mesa Puyo officially took on the role of Chief Executive Officer and Chair of the Global Environment Facility (GEF). This appointment marks the beginning of his four-year term at the helm of the world's largest public funder dedicated to environmental protection. His term coincides with the GEF-9 funding cycle covering 2026-2030, which has already secured initial funding commitments from donors exceeding $4.3 billion for global environmental safeguarding and restoration.
The GEF-9 financial cycle aims to address numerous pressing environmental challenges worldwide, including a new commitment of £330 million announced last week by the UK government. In light of this opportunity, Mesa Puyo expressed strong sentiments regarding the organization’s critical mission:
“Protecting nature and the environment is a global responsibility while pushing for sustainable economic growth,” he noted. “To achieve the goals set for 2030, it is crucial that development and environmental measures are interlinked.”

A Proven Track Record in Sustainability
Mesa Puyo’s professional journey reflects a strong dedication to sustainable energy policies, economic development, resilience, and sustainability. Before his appointment at GEF, he served as Deputy Director of the Climate Policy Department at the International Monetary Fund (IMF). During his tenure as Colombia's Minister of Energy and Mines from 2018 to 2022, he led one of Latin America's most ambitious energy transition programs, successfully mobilizing more than $3 billion in private investments.
At the GEF, his leadership will concentrate on priorities established among member countries, aiming to achieve environmental objectives by 2030. Key focus areas include the expansion of integrated solutions, strengthening blended finance, enhancing comprehensive governmental and societal approaches, and improving institutional effectiveness.
Moreover, under the GEF-9 funding period, there will be an increased emphasis on supporting the least developed countries and small island developing states, alongside enhanced collaboration with indigenous peoples and local communities.
Educational Background and Future Prospects
Mesa Puyo holds a Master’s degree in Economics from McGill University and a Bachelor’s degree in Economics from Concordia University. He is also a Chartered Financial Analyst (CFA®) certified since 2012. In taking over the position, he succeeds Claude Gascon, who will resume his role as Head of Strategy and Operations following his interim leadership.
