The Significant Rise of CCBHCs: Increasing Access to Mental Health Care for Millions

The most recent 2026 CCBHC Impact Report sheds light on the remarkable progress and impact of Certified Community Behavioral Health Clinics (CCBHCs) across the United States. In 2025, an estimated 3.4 million individuals benefited from the services offered by these clinics, reflecting a significant rise of nearly 13% since January 2024. This surge in accessibility is a direct result of innovative solutions aimed at bridging gaps in mental health and substance use services.

Chuck Ingoglia, the President and CEO of the National Council for Mental Wellbeing, emphasized the importance of CCBHCs in overcoming barriers that individuals facing mental health and substance use challenges encounter. He noted that bipartisan support from Congress has been pivotal in the expansion of these clinics, which strive to make mental well-being a cornerstone of a healthy life for every citizen.

The report highlights that CCBHCs are particularly effective at reaching individuals with the highest needs, providing evidence-based care to those dealing with severe mental illnesses and substance use disorders. Remarkably, these clinics served nearly 1.4 million people grappling with serious mental illnesses or serious emotional disturbances, which accounts for 54% of all CCBHC clients.

Furthermore, over 500,000 individuals struggling with substance use disorders sought care at CCBHCs in 2025. Among this group, a staggering 50% of patients diagnosed with opioid use disorder received medication-assisted treatment, which is more than threefold the national average. This data underscores the clinics’ pivotal role in addressing the opioid epidemic and advancing the fight against addiction.

The impact of CCBHCs extends beyond individual care; they are also showing promising outcomes in the realm of criminal justice. More than 76% of the clinics reported positive outcomes in relation to the justice system, including effective diversion strategies that redirect individuals from arrest to treatment. This collaborative approach not only alleviates the burden on law enforcement but also improves public safety by addressing behavioral health crises effectively.

Housing and employment outcomes among clients of CCBHCs have also shown marked improvement. A notable 73% of clinics reported positive developments in housing stability, which included reduced rates of homelessness and enhanced housing retention for clients. In terms of job readiness, 65% of clinics indicated better employment outcomes, with clients experiencing increased job retention and work readiness.

The focus on children and youth is also a significant aspect of the CCBHCs' mission. With targeted services and community partnerships, CCBHCs have expanded accessibility for younger demographics. Notably, 73% of clinics are offering services in schools and childcare settings, thereby reaching more families. In 2025, 57% of clinics reported serving a larger number of young people compared to prior years, illustrating a commitment to addressing mental health from a foundational stage.

Additionally, CCBHCs are increasingly integrating primary care services, directly addressing the needs of individuals who may also face chronic health conditions. Nearly half of these clinics provide combined behavioral health and primary care services under one roof, facilitating comprehensive care. As a result, 76% of CCBHCs reported increased referrals to primary care providers, enhancing the overall health outcomes for individuals with both mental health and physical health concerns.

Kyle Kessler, a board member of the National Council, stated that CCBHCs are dedicated to helping individuals regardless of their financial circumstances. By connecting clients with necessary support systems essential for recovery, these clinics are establishing a healthcare framework that was previously non-existent.

The future vision for CCBHCs is one where they serve as integral components of a holistic and accessible healthcare system. As Ingoglia mentioned, every individual deserves the right to good health, and the aim of CCBHCs is to provide people the opportunities necessary to achieve that health.
