Tokyo's Innovative Trial Order Certification System
The Tokyo Metropolitan Government has announced the start of the application process for the
Trial Order Certification System (新事業分野開拓者認定制度) for the fiscal year 2025. This program is especially designed to support innovative products and services offered by small and medium enterprises (SMEs) based in Tokyo. Applications will be accepted from

Application Requirements
Who Can Apply?
Eligible applicants include:
- - Corporations: Those having their main office or branch registered in Tokyo.
- - Individual Entrepreneurs: Those who have submitted the necessary opening or closing reports to the Tokyo authorities.
Note: Applicants must be engaging in business activities in Tokyo. Entities predominantly owned (more than half) by a large enterprise are ineligible.
Product Eligibility
The products or services must have been launched within five years prior to application and must not include food items, pharmaceuticals, cosmetics, or construction techniques. If an applicant has previously submitted the same product, they must clearly detail any improvements or enhancements made since the last application.
Evaluation Criteria
Products will be assessed based on four main criteria:
1. The new product should possess significant superior functional value compared to existing products.
2. It should contribute to technological advancements, productivity enhancements, or increased convenience for Tokyo residents.
3. The production and sales methodologies must be reliable and appropriately structured.
4. The product must be relevant for use in Tokyo government agencies.
Submissions will undergo a thorough review by a designated examination committee to ensure compliance with these criteria. Additionally, applicants must confirm that their products do not infringe on any third-party rights.
