Valmet's Innovative Waste-to-Energy Boiler for Cheng Loong Corporation



In a significant move towards sustainability, Valmet Oyj has partnered with Cheng Loong Corporation (CLC) to enhance the decarbonization efforts at the Houli paper mill located in Taiwan. This collaboration will see the installation of a new circulating fluidized bed (CFB) boiler and an advanced flue gas treatment system, promoting a greener energy production model.

The newly introduced boiler will utilize multiple waste streams, including biomass, to generate both electricity and thermal energy for the mill. By replacing an older, less efficient waste boiler, this initiative marks an investment in reducing carbon emissions associated with coal usage. The anticipated outcome is nothing short of impressive, with CLC estimating a reduction in annual CO2 emissions by around 48,000 tonnes once the new boiler is in operation.

Charles Chang, President of Cheng Loong Corporation, spoke highly of Valmet's capabilities, stating, "Together with Valmet, we are constructing the largest biomass energy cogeneration system in Taiwan at our flagship Houli mill. This will not only serve as a model for our operations but also allow us to significantly cut down on carbon emissions and increase non-fossil fuel usage to over 30 percent at the mill." He emphasized that partnering with Valmet was a strategic choice, owing to their established expertise and commitment to sustainable technologies.

One of the core advantages of the CFB technology utilized in Valmet's new boiler is its fuel flexibility. This enables the mill to process both industrial and municipal waste streams, including Refuse-Derived Fuel (RDF), Solid Recovered Fuel (SRF), and Tire-Derived Fuel (TDF). The high steam parameters associated with this technology ensure an enhanced efficiency in electricity production from waste fuels, fundamentally changing the landscape of waste combustion technologies.

Niina Ollikka, Vice President of Boilers and Gasifier Solutions at Valmet, noted, "This order exemplifies how we can integrate our boiler and emission control technologies with our automation systems. Our extensive experience equips us to handle challenging fuels, thereby maximizing efficiency and producing cleaner energy."

The order, which was finalized in the fourth quarter of 2025, includes not only the boiler but also an advanced flue gas treatment comprising a pre-separator, additive injection, a dry system, and bag house filters that will significantly reduce emissions. The Valmet DNA automation system will further reinforce the operational efficiency and cybersecurity of the mill.

Valmet has solidified its reputation as a global technology leader, specializing in process industries and bringing to the table over 225 years of experience. The company is set to transform traditional industries into more sustainable operations, aligning closely with global trends on energy efficiency and environmental preservation.
