Revitalization of Local Hot Springs
The Japan Tourism Agency has launched a significant initiative aimed at revitalizing local hot springs and their communities. Under the plan titled "Support Project for Town Building through Removal and Revitalization of Abandoned Houses in Local Hot Spring Areas", Dive Group, based in Shinjuku, Tokyo, has taken the helm of the project administration. The dedicated website for this initiative was recently enhanced with the introduction of a new section featuring professionals that will aid in this significant undertaking.
On October 1, 2026, the specialized page showcasing experts was added to the project’s website (
Explore Experts Here). This project revolves around the removal and revitalization of derelict ryokans and hotels that remain in the central areas of local hot springs. The first phase of support began accepting applications for aid in creating area revitalization plans in July 2026.
So far, the initiative has announced the selection of four business applicants: two approved on October 1 and two more on October 7, 2026. Successful applicants will receive ongoing support from the project office, which will assist them throughout the process, from planning through to implementation and completion.
In the newly opened page, five experts committed to supporting this initiative are introduced:
1. Atsushi Ichikawa
Hailing from Nagano Prefecture, Ichikawa has an extensive background in managing a wide array of policy areas at the Ministry of Land, Infrastructure, Transport and Tourism. As the former director of the Cabinet Office's Regional Revitalization Promotion Office, he has played a pivotal role in shaping national regional policies. Currently, he serves as an advisor for Sumitomo Mitsui Trust Holdings, focusing on community empowerment and sustainable local development.
2. Hiroshi Onishi
Onishi is a seasoned leader with deep ties to local initiatives, first joining Isetan in 1979. His roles at Isetan-Mitsukoshi Holdings have seen him champion regional revitalization efforts since his tenure. He now leads the Haneda Future Comprehensive Research Institute, which focuses on promoting the richness of local cultures and products from the Haneda Airport perspective. In May 2026, he was appointed as president of SBI Local Revitalization Creators.
3. Tetsuji Kuroda
With a degree from the University of Tokyo's Faculty of Engineering, Kuroda has a robust architectural background. After working at Kengo Kuma & Associates and Mori Building Co., he became the president of UDS, spearheading projects such as MUJI HOTEL and Yuyuan. He established THE COH in 2026, further extending his impact on the industry.
4. Shinsuke Nuruya
An alumnus of Keio University and Columbia University, Nuruya has extensive experience in real estate investment at Blackstone. His portfolio includes revitalizing historic properties and urban developments focused on hot spring resorts and hillside retreats. He is actively involved in public-private collaborations for community development through regional revitalization projects facilitated by the Japan Tourism Agency.
5. Koichi Wada
Wada graduated from the University of Tokyo's Faculty of Law in 1986 and joined the Ministry of Transport a year later. His distinguished career includes significant leadership roles within the Japan Tourism Agency. He directed various initiatives including national travel support and projects promoting sustainable tourism. In 2023, he retired from public office and is now the chairman of the Institute of Transport Policy Research, continuing to support sustainable tourism in various regions.
This comprehensive initiative invites applicants to submit their proposals for revitalization, providing an opportunity for communities to leverage expert guidance in planning and implementing their revitalization projects.
