Government's Call for Information on AI Implementation Barriers and Regulations
In December 2023, the Japanese government revealed a comprehensive strategy in the form of the "Artificial Intelligence Basic Plan." This plan aims to leverage AI technologies to contribute to regional revitalization, economic resurgence, and improved quality of life for citizens. The Cabinet Office is committed to innovatively promoting reforms that will facilitate the adoption of AI while ensuring that existing regulations and institutional frameworks are evaluated and adapted accordingly.
One of the pivotal initiatives under this plan involves actively seeking the public's input regarding regulations that may obstruct or inadequately support the effective implementation of AI technologies. The Cabinet Office, particularly through its Regulatory Reform Promotion Office, is looking to gather insights on legislative frameworks, ministerial ordinances, rules, notifications, and other relevant documents that present obstacles to AI integration in society.
To accomplish this, a public information request has been launched, encouraging individuals and organizations alike to share their observations and experiences regarding regulatory challenges since the committee's findings will be drawn upon for future deliberations at regulatory reform meetings and updates to the AI Basic Plan.
This effort signifies a proactive approach to ensure that regulatory frameworks evolve alongside technological advancements, ultimately striving to enhance the societal benefits of AI adoption. The Cabinet Office explicitly mentions that the input gathered will not only inform ongoing discussions but will also be instrumental in revising the AI Basic Plan for the future.
Information Submission Process
The Cabinet Office has established an online information submission form where stakeholders can provide their feedback. It is essential to note that submissions may result in the Cabinet Office reaching out for further clarification or additional details. Therefore, participants are encouraged to provide contact information to facilitate this follow-up.
Participants should also keep in mind that this call for information specifically targets regulations and systems relevant to AI implementation. For suggestions or concerns about regulatory and institutional reforms outside of AI, respondents are directed to utilize the Regulatory Reform and Administrative Reform Hotline.
Submission Period
The window for submitting information will be open from February 10, 2024, to March 10, 2024, until 5:00 PM local time. The Cabinet Office is eager to harness diverse perspectives to effectively address the barriers to implementing AI in Japan.
