Expert Seminar on Carbon Pricing and J-Credit Directions
The Japan Planning Institute (JPI) is hosting an in-depth seminar on July 23, 2025, focusing on the implications of the upcoming revisions to the GX Promotion Act scheduled for February 2025. This seminar will be led by Masataka Fuji, the CEO of FT Carbon, who will elaborate on the latest developments in carbon pricing policies, including the J-Credit system and the market dynamics surrounding non-fossil certificates.
Seminar Overview
The session will cover a comprehensive range of topics, starting with a structured analysis of carbon pricing policies such as emission trading schemes (GX-ETS), environmental taxes, and the J-Credit scheme. Participants will gain insights into recent trends and future directions, illuminated by historical context and similar international cases.
In February 2025, the cabinet approved the amendments to the GX Promotion Act, leading to the legalization of the GX-ETS. The act has been passed in the upper house and is set to mark the beginning of detailed designs for the emission trading system scheduled to commence in fiscal 2026. The seminar will break down the elements of these amendments, including rules and timelines.
The J-Credit system is poised to be a key environmental asset responding to carbon pricing policies. The session will outline application requirements, recent market trends—including supply and demand dynamics, listings on the Tokyo Stock Exchange, and government auctions—as well as market developments regarding competing non-fossil certificates. The seminar will also compare the J-Credit with non-fossil certificates while forecasting market directions, particularly analyzing the anticipated impacts of the upcoming GX-ETS on the J-Credit framework.
