Cboe Clear U.S. Gains SEC Approval to Broaden Its Clearing Services

Cboe Clear U.S. Gains Ground with SEC Approval

In a groundbreaking development for financial services, Cboe Global Markets, Inc. has announced that its subsidiary, Cboe Clear U.S., LLC (CCUS), has received temporary registration from the U.S. Securities and Exchange Commission (SEC) to operate as a Covered Clearing Agency. This significant step allows CCUS to expand its existing capabilities, enabling it to clear binary securities options along with its current offerings of futures and swaps products.

The SEC approval marks a pivotal moment for CCUS, allowing it to not only enhance its clearing functionalities but also to support a broader range of financial products and innovations in the marketplace. The move comes as CCUS aims to meet the evolving needs of its clients and stay at the forefront of market developments. Delving deeper into the implications of this move, Dale Michaels, Head of Cboe Clear U.S., stated, "Clearing plays a critical role in bringing innovation to market. These expanded capabilities position Cboe Clear U.S. to become an innovation lane to support new products and meet evolving customer needs, while maintaining the rigorous risk management standards that are fundamental to our business."

The initial application of the SEC registration will see CCUS clear Cboe's binary securities options linked to specific corporate key performance indicators (KPIs). This new offering is slated to debut on the Cboe Options Exchange and will also be accessible on trading platform Robinhood, expected to launch in the fourth quarter of 2026.

Moreover, CCUS has recently secured approval from the Commodity Futures Trading Commission (CFTC) to clear margined futures broadly. The organization has also been active in clearing digital asset derivatives under its DCO designation, reflecting its comprehensive approach to clearing various asset classes.

This expansion perfectly complements Cboe's established collaboration with The Options Clearing Corporation (OCC), reinforcing its commitment to maintain a reliable clearing infrastructure for traditional equity options. Cboe has also been pro-active in strengthening its European clearing business; Cboe Clear Europe is now recognized as a leading pan-European central counterparty in equities, while expanding its offerings into new services like securities financing transaction clearing.

Cboe's comprehensive strategy illustrates its ambition to broaden its clearing capabilities across multiple asset classes and markets. In preparation for its future growth, CCUS has invested in its infrastructure, including its transition in June to become a Subpart C DCO. This voluntary adoption aligns CCUS with the enhanced standards the CFTC requires of systemically important DCOs, particularly in terms of financial resources, risk management, and operational resilience.

By fortifying its infrastructure, Cboe is not only positioning CCUS as a leader in innovation in financial services but also responding to the changing dynamics of the market. Given the rapid pace of change in the financial landscape, this proactive approach helps ensure that CCUS can effectively meet the demands and challenges faced by its clients.

Overall, Cboe Clear U.S.'s recent developments align with its longstanding track record of innovation. Since launching the world's first listed options exchange back in 1973, Cboe has consistently pushed the envelope by introducing landmark products such as the SP 500® index options and the VIX® Index, the primary measure of market volatility. This history of pioneering advancements positions Cboe at the forefront of risk management and investment solutions globally.
