A formal ceremony to present the appointment of Sayo Matsumoto as Maibara City's tourism promoter took place on December 18 at the Maibara City Hall. Matsumoto will play a crucial role in initiating various projects aimed at attracting visitors and promoting local tourism.

The regional revitalization entrepreneur program is a government-supported initiative that allows local administrations to welcome employees from private companies located in major metropolitan areas. These employees contribute their knowledge and skills to enhance local appeal and drive community engagement. This program has been facilitated by the Ministry of Internal Affairs and Communications, and since 2021, Red Horse Corporation has actively employed this system to support local municipalities.

Agreement Duration



The agreement will commence from October 1, 2022, to March 31, 2026. There is a possibility to extend the contract on a yearly basis, with a maximum dispatch period capped at three years.

Under this agreement, Red Horse Corporation is set to collaborate with the Biwako no Moto DMO, focusing on several pivotal areas:
1. Tourism Promotion: Utilizing local tourism resources to enhance community engagement and attract visitors.
2. Inbound Management: Strengthening marketing and management strategies to entice international tourists.
3. Product Development: Discovering and refining local tourism resources to develop and market travel products.

He expressed optimism that Matsumoto's private sector insights and experiences will enrich the tourism landscape in Maibara, enhancing its overall vitality and attractiveness.

Previously, she worked as a representative for Maibara City’s furusato tax program for over six years, and she has developed a deep admiration for the local community. History of Collaboration



Red Horse Corporation has been aiding Maibara City in its furusato tax operations since the 2015 fiscal year. Upon learning about the potential for utilizing the regional revitalization entrepreneur program to support Maibara's tourism promotion, the company saw a golden opportunity to assist a town that has been integral to its mission. After negotiations and finalizing the agreement details, the collaboration became official on October 1, marking the start of manpower dispatch to the city.

Currently, Matsumoto is stationed with Biwako no Moto DMO, working collaboratively on tourism promotion, visitor attraction strategies, and managing a comprehensive online presence through various platforms such as their official website and social media.
