Development Focus: Autonomous Next-Generation Crisis Management



As part of the GENIAC initiative, Spectee is set to develop cutting-edge technologies that will transform the way crisis events such as fires, floods, and accidents are managed. The project has two major focal points:

1. Domain-Specific Model for Disaster Detection: This involves creating specialized models capable of extracting crisis events and assessing the level of damage using real-time unstructured data from sources such as social media and news reports.

2. Crisis Management AI Agent: This technology will connect an influx of information during disasters with user-specific data related to disaster prevention plans and business continuity plans (BCP). Ultimately, it aims to provide real-time suggestions for actions to be taken, thus aiding crisis managers in making informed decisions quickly.

These innovations are designed to alleviate the overload of information faced by crisis management professionals, drastically shorten response times, and allow them to focus on high-level decisions, such as evacuation strategies and logistical adjustments.

The Need for Advanced Crisis Management Solutions



In recent years, the frequency and intensity of weather-related disasters have surged due to climate change, alongside growing geopolitical risks and pandemics that heighten societal uncertainties. Consequently, organizations and municipalities recognize the urgent need to strengthen crisis management frameworks during normal conditions, as the ability to respond quickly and accurately during emergencies is crucial for protecting lives and economies alike.

During crises, information streams from various platforms—social media, news outlets, and sensor systems—often inundate decision-makers, overwhelming their capacity to process information effectively. This overflow of data complicates rapid decision-making processes, creating a demand, especially from public sector officials and those in procurement roles within the manufacturing industry, for coherent action proposals that leverage the collected information.

In response to these societal challenges, Spectee aims to harness its AI technology and over a decade of experience cultivating proprietary disaster-related data to develop a seamless, autonomous next-generation disaster management platform. This platform will facilitate everything from the extraction and interpretation of crisis events to real-time actionable insights.

Nana Kato, CRDO and Director at Spectee, expressed her gratitude regarding the selection for GENIAC. She emphasized that simply gathering and visualizing information is no longer sufficient in the face-paced and unpredictable nature of modern disasters. The use of large language models (LLM) for disaster and crisis management holds significant potential, but it also comes with challenges that must be addressed, such as mitigating inaccuracies and improving the precision of suggested actions.

Kato highlighted that developing an autonomous disaster response system is pioneering and highly challenging, but she firmly believes that this initiative has the potential to create 'time' for crisis management personnel, significantly altering disaster response timelines.

Upon successful validation through user trials in domestic and international municipalities and private enterprises, the outcomes of this project will be integrated into Spectee's platform, propelling it as a Japan-originated next-generation disaster management solution on a global scale. ASEAN countries, in particular, stand to benefit significantly from Japan's disaster prevention technologies amidst their rapid growth and vulnerability to calamities.
