Revitalizing Hiioka Mountain Park: A New Era Begins
MIRARTH Holdings, headquartered in Chiyoda, Tokyo, has recently made headlines by entering a fundamental agreement with Kakogawa City in Hyogo Prefecture. This partnership is a significant milestone for the initiative aimed at revitalizing Hiioka Mountain Park through sustainable management and enhanced features.
Purpose of the Project
The central objective of this initiative is to elevate the appeal of Hiioka Mountain Park while ensuring it becomes a vibrant hub for the community. This project aims to establish a sustainable and progressive management system for the park, which is crucial for the long-term enjoyment of its visitors. Kakogawa City is committed to promoting an integrated approach by employing "Park-PFI", a designated management system, and a Design-Build (DB) project for the park’s first phase of development.
The selected group, which includes MIRARTH Holdings, will focus on creating new value for the park and invigorating the local community through their comprehensive development strategy.

- - Park Location: Hiioka Mountain Park, 1682 Kakogawacho, Kakogawa City, Hyogo Prefecture.
Park-PFI Implementation
- - Duration: 20 years (10 years + 10 years)
- - Facility Development: The installation of revenue-generating facilities (private management) that will enhance user convenience alongside the construction of specific park amenities such as shaded areas for public use.
Designated Management Initiatives
- - Duration: 20 years (10 years + 10 years)
- - Event Programming: Organizing strategic events throughout the park, adapting to the needs and preferences of visitors, ensuring high-quality management services.
Design and Build (DB) Phase
- - Infrastructure Development: This includes designing and constructing service centers, restroom facilities, large playground equipment, and other essential park features such as resting areas, lighting, signage, and walkways.
Collaborative Efforts
The initiative is backed by a group known as
HIOKAYAMA +PLUS partners, comprising various companies:
