Transforming Tianhe District: A Strategic Approach to Modern Industry Development

In an ambitious initiative to fortify its economic standing, Tianhe District in Guangzhou is set to unveil a transformative approach centered on industrial modernization. Classified as the district's leading economic hub, Tianhe aims to enhance its growth trajectory by focusing on key sectors through the establishment of a '12126' industrial framework. This model outlines a commitment to developing eight strategic industry clusters, four emerging industries, and six modern service industries, thus supporting high-quality economic development.

At a recent high-quality development conference, local officials outlined their plans to create a comprehensive industrial structure that will be operational by 2035. Within the '12126' plan, the numbers represent various focal points: the two groups of developments (8 strategic clusters and 4 future industries) alongside the six modern service industries that will be integral to the district’s evolution. The objective is to construct a cohesive industrial framework bolstered by five primary industries, while also nurturing additional sectors that will thrive within the district.

Among the five core industries listed are modern finance, software and the internet, professional services, modern commerce, and cultural creativity, each projected to achieve a remarkable output value of 100 billion yuan (approximately 13.8 billion USD) annually. Furthermore, Tianhe anticipates that five additional sectors—artificial intelligence, intelligent equipment, biomedicines, connected vehicles, and technology services—will contribute approximately 50 billion yuan each per year to the district's economy.

To foster this framework, city officials are instituting preferential policies tailored to support local enterprises. A budget exceeding 1 billion yuan will be allocated annually to encourage the advancement of sectors outlined in the '12+6' initiative. Advocating for the district’s investment potential, He Xiaopeng, chairman of XPeng Motors, emphasized its historical significance as a catalyst for his business innovations. The city’s conducive environment for technology development is a pillar of XPeng’s operations, which will include the launch of a new headquarters later this year in Tianhe.

Echoing these sentiments, Ding Lei, CEO of NetEase, expressed recognition of Tianhe’s resolve to foster an innovative business environment. With AI-driven advancements on the cusp of reshaping industries, NetEase is committed to investing over 10 billion yuan each year in research and development to propel global technological innovation.

Achieving the status of Guangzhou's highest GDP district for an impressive 18 consecutive years, Tianhe is renowned for its pioneering spirit in technology. Noteworthy locations within the district, such as the intelligence-dense Wushan innovation area and the bustling Keyun Road—dubbed China’s premier game street—serve to showcase its commitment to fostering a robust economic ecosystem.

As Tianhe District embarks on this defined pathway towards industrial transformation, the potential for sustained economic growth and technological advancement seems bright.
