Before her notable role with McCarthy, she served as General Counsel for the Speaker and the Office of the Republican Leader at the U.S. House of Representatives. Her previous work included handling legal and procedural challenges for the Committee on Ways and Means, as well as leading investigations within the Committee's jurisdiction as the Oversight Staff Director. Carr has also held significant roles in various committees, including serving as Senior Oversight Counsel at the Committee on Natural Resources.

Prior to her public service tenure, Carr excelled in the corporate world as part of the Office of Global Compliance for an international energy firm. In this capacity, she spearheaded anti-corruption investigations and compliance audits, utilizing her expertise in the Foreign Corrupt Practices Act (FCPA) and the UK Bribery Act. She began her legal career practicing in the areas of litigation, white-collar crime, and government investigations at a major law firm.

Moreover, her legal acumen was further honed as a law clerk for the Chief Judge of the U.S. Court of Appeals for the Armed Forces, and she has imparted her knowledge as a trial practice instructor at the Catholic University of America’s Columbus School of Law. Carr is also recognized for her fellowship at Georgetown University's McCourt School, focusing on politics and public service.
