Cocoo Partners with Kitakyushu to Become Japan's Top AI City by 2025

Cocoo and Kitakyushu Join Forces for Digital Transformation



Cocoo Corporation, headquartered in Chiyoda, Tokyo, has officially signed a collaboration agreement with Kitakyushu, Fukuoka Prefecture, targeting the ambitious goal of establishing the city as Japan's top destination for AI utilization. This agreement, effective from October 1, 2025, aligns with the Japanese government's initiative, the "Regional Revitalization Entrepreneur Program." Cocoo will employ local talent to support Kitakyushu's digital transformation (DX) efforts, focusing on the company’s unique model of fostering local digital talent.

In this partnership, Cocoo will dispatch an employee from Fukuoka to serve as a "Regional Revitalization Entrepreneur" in Kitakyushu's new DX and AI Strategy Division. This initiative aims to enhance the city’s administrative efficiency, tackle social issues, and improve citizen services by leveraging advanced technologies such as generative AI.

Cocoo, which has been at the forefront of promoting DX since its inception in 2019, aims to contribute significantly to Kitakyushu's vision of becoming a "comfortable and convenient city through digital technology," ultimately achieving the status of "Japan's Number One AI City."

Background of the Partnership


In 2021, Kitakyushu adopted the "DX Promotion Plan", envisioning a future fueled by digital technology. The plan emphasizes the enhancement of citizen services and operational efficiency within the municipal framework. To facilitate this vision, the city established the "DX and AI Strategy Division" in April 2025, becoming the first designated city in Japan to do so. Furthermore, Kitakyushu declared its intent to become an “AI Utilization Promotion City” in July 2025, integrating AI into all facets of municipal operations to streamline workflows, enhance policymaking, and resolve community challenges.

In alignment with these goals, Cocoo is keen to utilize its expertise in generative AI and digital tools to bolster Kitakyushu’s DX initiatives. This collaboration represents Cocoo's second partnership with a municipality, following a successful agreement with Bandai Town in Fukushima Prefecture.

Strengthening Local Communities through Digital Talent


Cocoo has committed to addressing Japan's labor shortages by developing local digital talent through its various training programs designed to elevate women and minorities in the workforce. With an employee base of approximately 800, 83% are women who are actively engaged in driving DX solutions in businesses across the country.

Among its initiatives, Cocoo introduced the "AI Girls" program in 2023, aimed at enhancing productivity through AI technologies. By July 2024, the company plans to further develop AI services for both corporate and municipal needs.

The company's long-term strategy observes the importance of cultivating a diverse set of skills in local populations, thus preparing them for the economic changes anticipated by 2030. This vision integrates fostering digital talent to support community businesses and solve local challenges, in what Cocoo describes as the "local talent activation model."

Collaborative Strategies Under the Agreement


Under the terms of the agreement, Cocoo’s employee will work closely with Kitakyushu's DX and AI Strategy Division, spearheading the adoption of generative AI in municipal functions. This collaborative effort aims to actualize Kitakyushu's aspirations for a digitally advanced, AI-centric urban environment.

Cocoo's commitment to local community engagement is evident through its plans to open a dedicated office in Kitakyushu by June 2025, focusing on empowering women and advancing local DX initiatives. By consolidating efforts within the community, Cocoo aims to offer tailored solutions that resonate with the unique challenges faced by Kitakyushu.

Comments from Representatives


The partnership has garnered supportive responses from both parties. Atsushi Tokunaga, head of Kitakyushu's DX and AI Strategy Division, emphasized that AI is a vital element in their pursuit of effective administration and exemplary citizen services. He articulated the importance of this agreement in accelerating the city's DX progress.

On behalf of Cocoo, Takashi Ando, head of the Local Revitalization DX Division, expressed his enthusiasm about collaborating with Kitakyushu, which has made significant strides in nurturing digital talent since 2021. He highlighted the essential nature of this initiative in ensuring the longevity and economic vitality of the region through integrated DX efforts.

Strategically located near the Honshu mainland, Kitakyushu is recognized for its rich history and vibrant industrial backdrop, including steel and chemical manufacturing. Known as one of Japan's three new major night view cities, it also boasts diverse culinary experiences, having established the country's first "Sushi City" bureau. Kitakyushu's family-friendly policies have also earned it top marks in child-rearing environments for over a decade, making it a cherished destination for families.

This collaborative endeavor marks a significant step forward in bridging the gap between government and private sectors to achieve comprehensive digital transformation, ultimately setting a precedent for similar initiatives throughout Japan.
