Huawei Unveils a Three-Phase ACT Program and Nine Key Solutions for Industrial Intelligence

Huawei Introduces a Revolutionary ACT Program and Innovative Solutions for Industrial Intelligence

At the recent HUAWEI CONNECT 2025 conference held in Shanghai, Leo Chen, the Senior Vice President and President of Enterprise Sales at Huawei, presented groundbreaking ideas and methodologies for industrial intelligence. Central to his address was the introduction of Huawei's three-phase ACT (Assess, Calibrate, Transform) program aimed at guiding the implementation of artificial intelligence (AI) across various industries.

In his keynote titled "Opening New Horizons in Industrial Intelligence," Chen elaborated on critical questions that have arisen for businesses as AI technology has rapidly evolved. He identified three main concerns: How can enterprises ensure tangible commercial benefits from their AI investments? How can they leverage their own data to maintain a competitive edge? And how can they transition AI use cases from pilot projects to large-scale implementations?

To illustrate how Huawei addresses these challenges, Chen shared success stories highlighting the company's dynamic approaches:

1. Banking Sector Enhancements: Huawei's "master-subagent" architecture for banks integrates systems engineering capabilities into banking workflows. This architecture expedited AI applications in areas such as customer interaction, transactions, and risk management, contributing to increased revenue and operational efficiency while better managing risks.

2. Power Industry Innovations: China Southern Power Grid utilized Huawei's Ascend computing platform and MindSpore AI framework to develop a large-scale model known as "MegaWatt." This model integrates computer vision and natural language processing and has improved defect detection and risk assessment during power line inspections by five times, achieving over 90% accuracy in image recognition.

3. Healthcare Solutions: Runda Medical implemented Huawei's Ascend logical analysis servers to create an AI solution for medical records that enhances both the quality and efficiency of documentation. Following deployment at West China Hospital, the solution has reduced medical paperwork time to approximately one second, significantly improving consultation efficiency in the hospital environment.

Chen summarized five key insights gleaned from the execution of these transformative projects:
1. Choosing the right implementation scenarios is critical to successful transformation, as AI’s value lies in its ability to enhance processes and deliver intelligent products and services through deep integration with core operational scenarios.
2. The capabilities of industry models rely heavily on high-quality vertical data; general-purpose models often struggle in industrial applications. The most successful models are those trained and fine-tuned using extensive high-quality proprietary data, which transitions them into sector-specific models that provide a competitive advantage.
3. Demand for large-scale logical analysis systems will continue to surge alongside the expansion of AI agents.
4. The collaboration between humans and AI is emerging as a new organizational paradigm.
5. Systematic management and risk control have become increasingly essential, compelling organizations to pursue more effective governance practices to ensure safe, resilient, and reliable AI usage.

The ACT Program: A Structured Approach to Industrial AI

The ACT framework proposed by Huawei aims to facilitate AI adoption across different sectors. It comprises three phases: Assess (evaluation of high-value scenarios), Calibrate (adjusting AI models using vertical data), and Transform (restructuring business operations with scalable AI agents).

Huawei employs an AI scenario assessment framework to gauge commercial benefits, scenario maturity, and business-technology integration, with over 1,000 foundational production scenarios identified for AI implementation.

In addition, the company provides a comprehensive toolkit and security framework to assist businesses in calibrating generic models to industry-specific models using vertical data, converting raw corporate data into actionable knowledge and subsequently into models.

During the final phase of the ACT program, businesses undergo a transformation process using scalable AI agents facilitated by Huawei’s universal comprehensive platform, which automates agent generation and workflows exceeding 100 steps, thereby expediting agent deployment. UAV also rolled out an AI talent support program to help business professionals effectively design, deploy, and manage AI agents.

Companies wishing to follow the ACT program will require AI-oriented ICT infrastructure that spans the entire process—from data preparation and transfer to model training, logical analysis, and development. Chen emphasized Huawei's commitment to innovation in storage, computing, and networking to streamline this process, highlighting products such as AI storage plug-in modules and unified cache managers, alongside high-speed networking solutions for data centers.
