The General Incorporated Association of Local Government DX Promotion Council, known as GDX, is set to exhibit at the 5th Digital Transformation Exhibition ODEX, to be held from June 4th to 6th, 2025, at Tokyo Big Sight, East Hall 1-3. This year's exhibition will feature a special area dedicated to local government digitalization support, where GDX will present various cutting-edge solutions designed to address the pressing challenges of digitizing local governments.

In collaboration with 18 supporting member companies, GDX aims to provide practical examples and innovative services that drive the digital transformation of local administrations. Among the exhibitors, Kawaguchi Holdings, a specialist in e-governance and electronic municipalities, will focus on implementing generative AI services and IT procurement support to enhance local government DX initiatives.

GDX Special Zone


GDX will create a special zone at this exhibition, showcasing a variety of local government DX solutions alongside 18 supporting member companies. Attendees will have the opportunity to explore the latest technologies and services that aim to solve the digitalization challenges faced by local administrations.

Additionally, GDX will share the results of its recent survey on the awareness and realities of local government DX, showcasing matching cases between local governments and businesses, as well as examples of successful implementations from across the nation. Visitors can expect to gain insights into overcoming challenges related to local government digital transformation.

Kawaguchi Holdings' AI Solutions


Kawaguchi Holdings is at the forefront of promoting DX in local governments through generative AI services, specifically designed for public sector procurement processes. During the exhibition, visitors will experience demonstrations of three innovative services:
1. ProcureTech: An AI-driven procurement support service aimed at public institutions, which automatically generates procurement specifications, Requests for Information (RFI), and proposal evaluation criteria based on simple notes.
2. Sanitizer AI Gateway: A gateway service that allows staff in isolated environments to access features of generative AI, such as ChatGPT and cloud services like Kintone, while keeping the system secure.
3. ProcureTech Private AI: A generative AI system functioning in a completely isolated environment. This system features multiple AI engines and allows for AI utilization without external connections, ensuring utmost security.

Insights and Opportunities


This year's GDX initiative not only highlights cutting-edge technologies and case studies but also addresses common concerns encountered by local governments. The survey data gathered from 1,788 municipalities indicated significant disparities in DX promotion based on municipal size and highlighted challenges like a lack of starting points and resource limitations.
