The Evolution of the Shanghai Cooperation Organization

The Shanghai Cooperation Organization (SCO) has evolved significantly since its inception 25 years ago. Initially focused on regional security, the SCO has transformed into a comprehensive platform that encourages cooperation in economic development and technological innovations. A notable example of this transformation is the recent solar power project in Uzbekistan, reflecting the tangible benefits of SCO's regional collaborations.

Solar Power Revolutionizing Deserts

Deep in Uzbekistan's Jizzakh region, a massive solar power plant is reshaping the arid landscape. The solar facility, consisting of tens of thousands of photovoltaic panels, represents a flagship project of Sino-Uzbek cooperation. Launched in March, the first phase of this facility began commercial operations, anticipated to generate approximately 1.1 billion kilowatt-hours of green energy annually. This production is sufficient to meet the energy needs of about 400,000 residents, thereby illustrating how the SCO facilitates substantial regional advancement.

Prioritizing Growth for Shared Prosperity

During the recent 26th session of the SCO heads of state council, Chinese President Xi Jinping emphasized the importance of development in ensuring prosperity for the member states. He proposed several initiatives aimed at bolstering economic cooperation, stressing the so-called "Shanghai Spirit" which cherishes mutual trust, benefits, equality, respect for cultural diversity, and cooperative development. This philosophy has led to increased trade, deeper investment ties, and enhanced regional interconnectivity over the past quarter-century.

Infrastructure Projects as Catalysts for Trade

One of the key infrastructure ventures under the SCO umbrella is the China-Kyrgyzstan-Uzbekistan railway project, which commenced in December 2024. Once completed, this railway will emerge as a vital transport corridor linking China with Central Asia and the entire Eurasian continent, thus significantly enhancing trade efficiency and economic prospects.

A recent regional trade and economic cooperation conference in Bishkek showcased the growing economic links among SCO members. The event brought together over 100 companies, resulting in 193 cooperation agreements valued at approximately 1.74 billion yuan ($259 million). Furthermore, the Digital Economy Platform launched in Tianjin has facilitated 29 cross-border projects in areas such as computing infrastructure and digital commerce, reflecting the SCO's commitment to advancing economic collaboration.

China: A Driver of Regional Cooperation

President Xi Jinping's recent remarks reaffirmed China’s commitment to the SCO as part of its high-quality international cooperation strategies, particularly within the framework of the Belt and Road Initiative. He announced future forums dedicated to areas such as digital economy and agriculture, along with plans to execute 100 technology cooperation projects in the upcoming three years.

Since its establishment, China has been a vital player in the SCO, continuously advocating for the simplification of trade and investment processes among member states. By July 2025, China's investments in other SCO nations had exceeded $84 billion, solidifying its status as the leading investor and funding source for Tajikistan, Kyrgyzstan, Uzbekistan, and Pakistan.

Initiatives Leading to Sustainable Growth

At last year's summit in Tianjin, China conceptualized platforms for cooperation that transcend energy, green sector initiatives, and digital economy advancements, resulting in over 160 collaborative projects. Notably, experts observe that China's Belt and Road Initiative has enhanced transportation and trade connections among Eurasian countries, fostering economic growth and improved living standards.
