Frank Fernandez Steps In as New President and CEO of Reinvestment Fund

In a significant leadership change, Reinvestment Fund has announced the appointment of Frank Fernandez as its new President and CEO. The decision, made by the Board of Directors, signifies a new era for the organization, which has been a vital Community Development Financial Institution (CDFI) based in Philadelphia. Fernandez will officially assume his role in September 2026, succeeding Donald Hinkle-Brown, who dedicated 35 years to the organization, including nearly 15 years as CEO.

Fernandez brings with him a robust background in community finance and development. He expressed enthusiasm about his new role, emphasizing the importance of CDFIs in fostering inclusive local economies and breaking down systemic financial barriers. “I look forward to leading a team that is passionately committed to supporting communities through innovative strategies,” said Fernandez.

Prior to joining Reinvestment Fund, Fernandez served as the President and CEO of the Community Foundation for Greater Atlanta. Under his leadership, the foundation experienced significant asset growth and oversaw over $235 million in annual grant-making and investments aimed at addressing community needs in and around Atlanta.

“I am deeply honored to join Reinvestment Fund as its next President and CEO. Now more than ever, CDFIs play a vital role in building resilient, inclusive local economies,” Fernandez stated, highlighting his commitment to unlocking new opportunities for community impact.

A Legacy of Impact and Innovation

During his tenure at The Arthur M. Blank Family Foundation, Fernandez was pivotal in launching initiatives focused on community revitalization in Atlanta's historic Westside. He managed programs that targeted youth development, social justice, climate resilience, and workforce development, further showcasing his dedication to community enhancement.

Fernandez’s qualifications are further complemented by an impressive educational background. He holds a Bachelor’s degree in philosophy from Harvard University and a Master’s degree in public affairs from The University of Texas at Austin. As a Florida native and child of Cuban immigrants, Fernandez is dedicated to equity and making a significant community impact.

The Search for Leadership

The Board of Directors initiated a comprehensive search for Reinvestment Fund’s leadership in February, following Hinkle-Brown’s announcement of his departure. The search process was conducted by Korn Ferry, a well-known executive recruitment firm.

“Frank is an impressive leader with a proven commitment to inclusive growth,” commented Saul Behar, Chair of the Board of Directors. “We are confident he is the right leader to build on our 40-year legacy of innovation and impact.”

As President and CEO, Fernandez will oversee Reinvestment Fund's strategic direction, expand lending and investment portfolios, and deepen collaborations with community stakeholders. “We are honored to have Frank join us,” added Marland Buckner, Vice Chair of the Board and Chair of the search committee. “His expertise will be an invaluable asset as we continue to strengthen and scale our impact across the nation.”

Moving Forward

Fernandez’s appointment comes at a crucial time for Reinvestment Fund. The organization has been instrumental in providing over $3.2 billion in financing to enhance neighborhoods, support local businesses, and scale social enterprises since its inception in 1985. The mission of Reinvestment Fund centers around ensuring access to affordable housing, nutritious food, healthcare, and quality education.

As Fernandez prepares to take the helm, the legacy left by Hinkle-Brown serves as a strong foundation. “I believe that data-informed, place-based investing is our greatest mission success,” he said as he reflected on his time as CEO. Looking ahead, Fernandez is poised to bring a new perspective to Reinvestment Fund, potentially leading the organization to new heights of impact and innovation.
