Virginia's Advanced Pharmaceutical Manufacturing Initiative

On October 31, 2025, a significant Memorandum of Understanding (MOU) was signed between the Virginia Innovation Partnership Corporation (VIPC) and industry giants AstraZeneca, Eli Lilly, and Merck. This strategic alliance aims to create the Virginia Center for Advanced Pharmaceutical Manufacturing (APM), a pioneering facility set to transform Virginia's life sciences sector.

Investment in Workforce Development

With a monumental investment of $120 million, this partnership is poised to train the next generation of skilled workers within the pharmaceutical manufacturing landscape. Governor Glenn Youngkin officiated the MOU signing, emphasizing the commitment to nurture talent and spur innovation in the region. This initiative is a follow-up to the $12.5 billion capital expansion investment made by these companies, which will generate thousands of new job opportunities over the coming years.

Central Virginia: A Tech Hub

The Virginia Center for APM will be strategically located in the Richmond-Petersburg-Charlottesville corridor, recognized by the U.S. Economic Development Administration as a technology hub. This center will function as a neutral training and education facility, designed to provide equitable access to all residents of Virginia. Its mission is to equip students and professionals with high-quality skills needed for the growing biopharmaceutical manufacturing sector.

Comprehensive Training Programs

The Centre will collaborate closely with major Virginia universities and community colleges including the University of Virginia, Virginia Commonwealth University, and Virginia Tech, among others.
