NDC Partnership Unveils a New Climate Investment Tool
The NDC Partnership, a global coalition comprised of over 240 members including 130 nations, has launched an interactive online platform called the Climate Investment Planning and Mobilization Framework (CIPMF). This tool is designed to aid countries in unlocking and directing financing for climate action initiatives. The launch, announced on May 8, 2025, follows contributions and expertise from 115 countries and a multitude of implementing partners, including public and private financial institutions.
As nations strive to draft their Nationally Determined Contributions (NDCs) this year, shifting their focus from planning to immediate implementation of prioritized measures is more crucial than ever. However, the lack of financing access for climate actions remains a significant barrier. This situation has been exacerbated by recent alterations in the financial landscape. To tackle this, countries require well-defined investment plans to engage effectively with financiers and investors.
According to Pablo Vieira, the Global Director of the NDC Partnership, "Accessing financing for climate actions is complex and fragmented, making it challenging for nations to tap into available resources and use them effectively. To translate climate goals into actionable plans and fundable projects, countries must strategically engage with financial actors. This process necessitates a clear understanding of national knowledge gaps, capacities, and planning regarding climate financing, as well as coordinated efforts to address them, thereby improving access to public, private, and blended funding."
A Synchronization of Efforts
The CIPMF operates under the premise that entire government alignment is essential, involving planning ministries, finance departments, national development banks, central banks, and the private sector, to expand the quantity, quality, and impact of available financing. With this tool and the backing of the NDC Partnership, countries can distinctly articulate their priorities and needs to technical partners, financiers, and investors.
Requests for assistance from NDC Partnership illustrate a pervasive funding shortage for climate actions. The majority of these requests stem from developing nations, with 90% seeking some form of financial support from all available members. This highlights the urgent need for structured assistance in addressing financing gaps that inhibit climate initiatives.
In response to the financial support demands from nations, the NDC Partnership in collaboration with the Green Climate Fund (GCF), launched a working version of the CIPMF during the COP28 conference in Dubai in 2023. Backed by various stakeholders, including private and public institutions and country representatives, the guide serves as a common reference point to help countries navigate the complexity surrounding climate investments and strategize the mobilization of resources to meet their climate objectives.
Six Key Phases for Financial Planning
The CIPMF is the first tool of its kind, outlining six essential phases in the process of planning climate investments and mobilizing resources effectively. It allows for flexible entry points for countries at various stages of financial planning processes. Moreover, it aids in identifying the specific needs and shortcomings regarding climate financing, developing financial strategies and project plans, and mapping out financial support providers and opportunities tailored to national contexts.
To meet countries' needs, the CIPMF facilitates evidence-based decision-making, including specialized supplements related to key thematic priorities. This functional approach ensures that the diverse financial landscapes are navigated effectively, maximizing the potential for impactful climate actions.
