Celebrating a Decade of the Paris Agreement: The Launch of the China-EU Zero-Carbon County Initiative



On October 20, 2025, as the world marked the 10th anniversary of the Paris Agreement, a significant initiative surfaced from Baoting, Hainan, China. The China-EU Zero-Carbon County Cooperation Initiative was revealed, showcasing a bold step towards sustainability and international cooperation aimed at achieving carbon neutrality.

A New National Commitment



During this event, China announced its enhanced Nationally Determined Contribution (NDC) under the Paris Agreement, which reflects its growing commitment to combating climate change. This includes the introduction of the innovative “AI+” initiative designed to merge cutting-edge technology with ecological advancements to foster a sustainable future. The overarching goal of these efforts is to create a synergy between local governance and climate action, thus addressing global climate challenges.

The conference also highlighted the critical role that local governments play in implementing NDCs, making Baoting a key player in the global arena. Over 100 representatives from governments, research institutions, and businesses came together to discuss the local strategies necessary for transitioning towards a low-carbon economy.

Baoting's Unique Advantages



As the only county-level administrative unit in China included in the China-EU cooperation framework, Baoting boasts several strategic advantages aimed at promoting international collaboration in ecological and digital innovations. The region has established favorable policies like zero tariffs and simplified tax measures to attract partnerships focused on new, sustainable technologies.

Baoting's strategic location within the future largest free trade port adds to its potential as a pilot area for carbon neutrality. The county focuses on promoting electrification, modernizing energy efficiency across key sectors including industry, construction, transportation, and tourism, to curb carbon emissions effectively.

Innovative Approaches to Carbon Neutrality



The county’s initiatives to achieve zero emissions include:
  • - Electrification and Energy Modernization: Enhancing energy efficiency through updated technologies across various industries.
  • - Carbon Sequestration: Utilizing tropical forests and river valleys as effective carbon sinks to balance reduction efforts.
  • - Carbon Accounts and Budgeting: Implementing platforms for tracking carbon footprint based on global standards.
  • - Certification Recognition: Establishing a pilot program for mutual recognition of carbon credits compliant with the EU’s Carbon Border Adjustment Mechanism (CBAM).

Xie Zhenhua, China's special envoy for climate change, expressed that Baoting's collaboration with European partners is pivotal not only for the sustainable development of the region but for the global vision of achieving carbon neutrality through actionable projects.

Laurence Tubiana, special envoy for COP30, commended Baoting as a leading example emphasizing the necessity for decisive local actions to realize the Paris Agreement's objectives. She highlighted the potential of Baoting’s experience as a model for other island economies.
