Jiangbei New Area in Nanjing Launches Global Talent Recruitment Initiative
Jiangbei New Area in Nanjing Welcomes Global Talent
On September 20, 2025, a pivotal event unfolded along the banks of the Yangtze River in Nanjing, where Nobel laureates, esteemed academics, and young scientists from around the globe convened at the World Youth Scientist Forum. This meeting not only served as a platform for academia and innovation but also marked the official launch of the Jiangbei New Area's ambitious "20 Measures for Youth Development and Talent Integration."
The initiative aims to create a comprehensive support system designed to attract and nurture talent, addressing the diverse needs of various groups of experts. Notably, leading scientists involved in constructing significant scientific facilities may receive combined support of up to 100 million RMB. Moreover, top-level experts can secure funding of up to 30 million RMB to accelerate the industrialization of their research outcomes.
These measures also include proposals for innovation platforms to establish distinguished or part-time positions, with each supported project eligible for funding amounting to 2 million RMB. Additionally, companies that hire high-caliber talent can benefit from annual grants of up to 1 million RMB. For both domestic and international high-level professionals participating in the joint appointment initiative between universities and local entities, there is a five-year salary subsidy equivalent to 30% of their annual pay.
To ensure resources are effectively directed towards innovation and entrepreneurship, a unique "use first, pay later" concept validation program has been introduced. This allocates up to 5 million RMB per project for testing and maturation of pilot initiatives. Cutting-edge projects will receive further assistance through a matching grant program, which can provide flagship projects with funding of up to 30 million RMB. Furthermore, businesses securing provincial or national science and technology grants can expect to receive matching funds of up to 20 million RMB, while disruptive technology projects pre-selected at the national level may obtain 10 million RMB each.
The district plans to invest in no fewer than 150 projects each year, with each project receiving an average funding of at least 5 million RMB. Additionally, the policy emphasizes solid measures to enhance talent rights protection, making housing, healthcare, and educational access more attainable. This comprehensive approach creates a more inviting environment for innovation and entrepreneurship, allowing talents within the Jiangbei New Area to fully concentrate on advancing their innovative initiatives and collectively driving progress.
The Jiangbei New Area's concerted effort to cultivate a thriving ecosystem of innovation, research, and development showcases its commitment to harnessing global talent to propel forward not just local advancements, but contribute to worldwide scientific and industrial growth. By addressing systemic barriers and providing substantial financial backing, Jiangbei aims to position itself as a leader in fostering a collaborative and innovative future.
This initiative represents a monumental step towards integrating global talents into a vibrant community focused on innovation, ensuring that Nanjing continues its trajectory as a focal point of scientific exploration and technological advancements in the years to come.
