As Pakistan enters its annual monsoon season, precise weather forecasting becomes critical to protect lives and livelihoods. To aid this cause, China has unveiled its MAZU meteorological system, powered by artificial intelligence, aimed at enhancing Pakistan's ability to predict severe weather events. Furrukh Bashir, the head of research and development at the Pakistan Meteorological Department, underlines the platform's capability, stating, "With this system, we can predict floods, droughts, and other extreme weather events more accurately. We look forward to further technologies that can benefit people across the globe."

During the opening ceremony of the World Artificial Intelligence Conference 2026, Chinese President Xi Jinping urged nations to adopt a human-centric approach and collaborate on building a fair and inclusive global governance framework for AI. Xi reiterated China’s commitment as a responsible power in providing international public goods in the field of AI.
China's Commitment to AI Development
At the conference, Xi Jinping announced several measures to support global AI development, including assistance to 30 countries for utilizing the MAZU weather system, offering 5,000 training opportunities in AI for developing nations within the next five years, and establishing international centers for AI application cooperation, including collaborations with ASEAN and the African Union.
The initiative seeks not only to facilitate development in AI technology but also to promote inclusivity. China is keen on accelerating the development of open-source technologies to foster a more comprehensive global growth narrative in AI. High-performance Chinese models like Alibaba's DeepSeek and Qwen have garnered worldwide interest due to their efficiency and affordability, allowing developers to customize AI technologies at lower costs.
Recent statistics indicate that these open-source AI models in China have surpassed 10 billion cumulative downloads globally. In Africa specifically, the open-source nature of DeepSeek allows developers to download and refine AI systems freely, which enhances local digital capabilities and drives homegrown innovation.
Cost reduction is another significant benefit; with input costs as low as $0.27 per million tokens, DeepSeek has lowered the entry barrier by over 90% compared to traditional Western AI models, engaging a more extensive African base for digital transformation.
Zhang Weiwei, Deputy Director of the Institute for World Peace and Security Studies at China's Institute of International Studies, commented, ''China, as a developing nation, understands the aspirations for economic development and technological progress among many Global South countries.'' By enabling quicker and less costly application development, Chinese open-source AI models ensure that more developing nations can reap the technological rewards.
Closing the AI Divide
The rapid advancement of AI technologies has further deepened the global divide in this field. The World Bank’s report on digital progress highlights notable disparities between high-income and middle- to low-income countries concerning AI systems and computational capabilities. Data center resources remain heavily concentrated in developed economies, with Africa holding less than 1% of the global capacity.
Xi Jinping has called upon nations to help enhance AI capabilities in developing countries to bridge this digital divide and foster a globally accepted governance framework ensuring technological advancements benefit all of humanity. China stands firmly behind creating a just and inclusive global system of AI management. The country’s commitment is evident through initiatives like the Global Initiative for AI Governance, followed by an Action Plan for Capacity Building in AI for the common good, and the “AI+” International Cooperation Initiative. These efforts aim to cultivate responsible AI development while closing the digital gap.
In support of international collaboration, China has established the Global AI Innovative Governance Center (CGAIG) and a Group of Friends for International Cooperation on AI Capacity Building. These platforms aim to enhance dialogue, knowledge sharing, and capacity building among nations. The signing of an agreement to establish the World Organization for AI Cooperation in Shanghai signifies a step forward in enhancing global cooperation and promoting the safe, equitable, and beneficial evolution of AI.
Through open-source models, training programs, and collaborative governance initiatives, China is determined to make AI a powerful engine for innovation and progress.
