The introduction of the PRICE methodology comes at a time when rising climate-related losses are challenging organizations across Europe and the U.S. According to the UN Environment Programme's 2025 Adaptation Gap Report, it is estimated that adaptation finance needs in developing countries could soar to $310-$365 billion annually by 2035, which is a staggering 12 to 14 times the current funding levels. The economic imperative is clear; for every dollar invested in coastal protection, it is projected that $14 in damage is averted.

The newly developed PRICE framework provides a structured decision-making approach that encompasses five essential steps designed to guide organizations through the adaptation investment process:

1. Pinpoint Loss Drivers (P): Identify the main sources of climate-related financial losses.
2. Rank Adaptation Options (R): Conduct side-by-side comparisons of various adaptation interventions.
3. Investment Case (I): Quantify the avoided losses and the return on investment (ROI) of adaptation measures.
4. Capital Strategy (C): Align resilience decisions with funding and capital strategies.
5. Execute and Evidence (E): Transform adaptation plans into measurable outcomes.

Roni Deitz, Global Director for Climate Adaptation at Arcadis, emphasized the need for organizations to prioritize resilience alongside growth and modernization goals. "Resilience is increasingly competing for capital alongside expansion and modernization. Organizations need a practical way to compare options, prioritize investments, and identify where resilience creates long-term value," he stated.

The PRICE framework integrates climate hazard modeling, engineering insights, and economic analysis, helping organizations pinpoint where adaptation investments can yield the most significant long-term benefits, thus guiding more informed funding decisions.

Both organizations have already put this methodology to the test in various real-life scenarios. In Houston, Texas, an evaluation of 100 homes in the flood-prone Meyerland neighborhood was conducted to assess the return on investment of dry floodproofing measures, revealing that 52% of the locations had positive ROI outcomes. Another case study in Slovenia evaluated flood mitigation strategies for an industrial facility that previously faced up to $60 million in flood-related losses from one event. The implementation of a modeled flood wall showed an astounding projected ROI of 245%.

These case studies validate the shift from merely identifying climate risks to making evidence-based resilience investments and enhancements, a trend that is increasingly critical as climate threats continue to escalate.

Josh Hacker, Chief Scientist at Jupiter Intelligence, noted that the challenge now lies not just in identifying risks but effectively translating that scientific data into actionable resilience decisions that financial leaders can confidently rely upon. Given the framework’s robust groundwork, Arcadis anticipates substantial advancements in its projects with clients, including the State University of New York and various transit organizations in the Northeast U.S., as they transition from simple climate risk awareness to actionable and prioritized investment decisions.
