Japan System's New Contract with Minoo City

Japan System Inc., headquartered in Shibuya, Tokyo, under the leadership of CEO Hideaki Saito, has recently been awarded a contract by Minoo City, Osaka. This project involves the significant update of their financial accounting system and the incorporation of electronic approval and public accounting features. The complete rollout is slated for October 2026, aiming to bolster operational efficiency through digitization of internal administrative processes.

Role of Japan System

In this initiative, Japan System will oversee the upgrading of their proprietary software, the "FAST Financial Accounting" system, alongside the development of electronic approval and public accounting functionalities. This upgrade will also integrate the existing electronic contract system, "GMO Sign," alongside electronic bidding systems, facilitating a seamless transition to a more efficient and modern operational framework.

The "GMO Sign" system, developed and managed by GMO GlobalSign Holdings, has been a significant asset in enhancing the efficiency of public sector processes.

About FAST Financial Accounting

The "FAST Financial Accounting" solution by Japan System is designed to enhance the PDCA (Plan-Do-Check-Act) cycle of public financial administration. It supports the promotion of digital transformation within local governments through paperless operations, electronic approvals, electronic invoicing, and data visualization and analysis.

With over 40 years of experience in supporting local governments' financial accounting operations, this solution has been implemented in more than 280 organizations nationwide, including eight in Osaka Prefecture alone. Notably, 13 out of the 23 special wards in Tokyo have adopted this system, either fully operational or under development.
