KDDI Introduces Offline ID Verification Plan Using IC Chips

KDDI and Liquid's Offline ID Verification Plan

KDDI Corporation has partnered with Liquid Corp., a member of the ELEMENTS group, to introduce an innovative plan for offline identity verification in their stores. This new solution allows for secure identification of customers using IC chips found in personal identification documents like My Number Cards or driver's licenses. The introduction of this plan is set to take place in KDDI's au and UQ Mobile retail locations with plans for nationwide implementation in the future.

This offline identity verification system is part of KDDI's efforts to enhance customer service during mobile phone service agreements that require in-person contract signing. By reading the IC chips directly from ID cards via in-store devices, KDDI aims to improve the accuracy of identity verification while reducing the workload on staff. The LIQUID eKYC service, an online identity verification solution, has already built a solid reputation for reliability in online contracts, and its application in-store marks an industry first.

The Need for Enhanced Verification

In recent years, fraudulent activities involving counterfeit identification documents for reissuing SIM cards or mobile contracts have raised significant concerns. In response, the Cabinet Meeting on Crime Prevention announced a comprehensive initiative to protect citizens from scams, which mandates reading IC chip data during face-to-face contract signing processes. The Digital Agency has provided an app that helps facilitate this requirement without storing personal data like names and photos. Liquid’s plan enables the flow of information obtained from the IC chips directly into the company’s systems, following the guidelines set forth by the Cabinet Office.

Implementation and Benefits

KDDI's implementation of the LIQUID eKYC system has been well-received in the online mobile service sector, and this success is now being translated into in-person verifications. With the new plan, employees will be able to efficiently read information stored on personal identification cards at the point of sale, significantly reducing the risks associated with impersonation and expediting the verification process.

One of the significant advantages of this system is its offline capability, which ensures that verification operations remain stable and consistent, regardless of network conditions. This robustness minimizes the risk of interruptions and enhances service reliability for customers.

Key Features of the Offline ID Verification

  • - Fraud Prevention: By utilizing chip-based verification, the system effectively counteracts issues related to forged identity documents, helping to prevent impersonation fraud.
  • - Operational Efficiency: The automation of verification processes allows for quicker customer service, reducing wait times at retail locations.
  • - High Security Standards: Conducting off-line verifications protects sensitive user data by eliminating the need for external data transmission, thus reducing the risk of data leaks.
