Bourlevard Square Redevelopment in Toyama City
The Bourlevard Square redevelopment project in Toyama City received the prestigious 2025 Encouragement Award from the Japan Society of Civil Engineers. This award celebrates innovative efforts that enhance the design, public nature, and technical aspects of civil structures and social infrastructure. Project Overview
Situated at the northern exit of Toyama Station, Bourlevard Square stretches approximately 420 meters in length and 30 meters in width. Leveraging the square’s regulations enabled the creation of a vibrant public space, which was previously challenging to implement. This initiative has enhanced pedestrian flow and introduced a new public area that functions like a park, promoting interactions and engagement.
The redevelopment aligns with Toyama City’s commitment to create a walkable community, making the most of views of the Tateyama mountain range and the urban landscape that includes streetcars. The square is intentionally divided into three distinct zones, seamlessly blending grassy areas, decks, and pedestrian pathways to enhance usability. This thoughtful design invites both everyday use and special events, thereby offering diverse opportunities for the community.
Innovative Approaches
Through innovative use of the square’s regulations, the project has integrated flexible public amenities, including long benches, movable tarps, and portable storage units branded as “Box Furniture.” This adaptability has allowed the community to utilize public spaces in more creative ways. Additionally, the introduction of a green mobility initiative titled “BouleBaaS” facilitates enjoyable walking routes connecting the station to the nearby Kansui Park.
The strategic design and management efforts made during this project significantly contribute to increased active public space use and neighborhood vibrancy, greatly enhancing the appeal of the area north of the station.

The Civil Engineering Design Award was established in 2001 to reward outstanding designs that contribute to regional aesthetics and the improvement of living environments.
