Yokohama Introduces 'VACAN' System for Advanced Election Polling Management

Introduction of 'VACAN' in Yokohama

Yokohama City has taken a significant step towards improving voter experience by implementing the congestion visualization system called 'VACAN' at early voting sites. The initiative, led by VACAN Corporation, aims not only to inform voters about real-time congestion but also to streamline the voting process during busy election periods.

Real-time Congestion Information

As part of this introduction, 'VACAN' will be utilized in select districts of Yokohama where early voting stations are established. Voters will have the capability to check the current congestion levels through a dedicated portal site known as 'VACAN Pages.' By accessing this website via their PCs or smartphones, voters can easily determine how crowded the early voting locations are. This advance notice enables a more efficient voting experience by minimizing wait times, allowing individuals to avoid long queues, and facilitating a smoother electoral process.

Background of the Implementation

Japan has 1,724 municipalities, each conducting numerous elections, including both national and local ballots. In recent years, the number of early voting participants has been on the rise. However, many voters tend to flock to conveniently located early voting sites such as train stations and shopping malls, increasing the risk of congestion.

To address this challenge, the implementation of the 'VACAN' system will provide visibility into congestion levels at voting sites. This approach is expected not only to enhance voter comfort but also to alleviate operational pressure on the management of these polling places by distributing voter turnout.

VACAN Corporation aims to establish a new standard for voting experiences through the continued deployment of this system, collaborating with local authorities to enhance public service infrastructures.

Understanding 'VACAN' System

The 'VACAN' system has already been successfully implemented in over 300 municipalities across Japan. It not only visualizes congestion at polling stations but also extends its services to various settings, including evacuation centers, restaurants, and public transportation areas. The 'VACAN Maps' feature allows users to see the congestion levels of nearby facilities on a map, ensuring that it can be used efficiently in any situation, whether daily or during emergencies.
