Data Co-Creation Conference 2026: Exploring AI, Privacy Tech, and Confidential Data



On January 20, 2026, the Privacy Tech Association, led by President Ryosuke Takahashi, will host the Data Co-Creation Conference at the JP Tower Hall & Conference in Marunouchi, Chiyoda, Tokyo. This conference aims to bring together various stakeholders to engage in discussions around safe data utilization in the age of artificial intelligence, emphasizing themes of privacy technology, confidential data, and AI.

In the two weeks leading up to the event, registration has already surpassed 200 participants, both online and offline, showcasing a growing interest in the discussions. However, with limited seating available for in-person attendees in Tokyo, those interested are encouraged to secure their spots promptly.

Conference Agenda Overview


Opening Message


The conference will kick off with a message from Mike Bursell, Executive Director of the Confidential Computing Consortium, and Professor Noboru Koshizuka from the University of Tokyo's Graduate School of Information Science. Both will discuss the theme of 'data co-creation' and share insights into the significance of advancing privacy technology.

Opening Session


The opening session will feature presentations from Privacy Tech Association members Acompany, EAGLYS, and LayerX. They will engage in discussions surrounding essential elements needed to support safe data utilization, aligning with the conference's theme of data co-creation, paving the way for an engaging day of debates and discussions.

Session 1: The Realization of Domestic AI


A panel featuring representatives from the Digital Agency, Preferred Networks, and AI legal experts will discuss the role of domestic AI in contemporary national strategies and business environments, especially in light of the application of PLaMo translation by the Digital Agency.

Session 2: Current Status and Challenges of Data-related Laws


Specialists from administration, law, and practical fields will discuss the personal information protection law's revisions and other challenges affecting the utilization of data in the AI era. The session aims to organize current legal frameworks and explore the future of a 'data co-creation society' through varied perspectives.

Session 3: The Possibility of Japan’s Version of EHDS


Referencing the European Health Data Space (EHDS), experts in medical and pharmaceutical fields will debate Japan's prospective medical DX and the challenges of employing real-world data safely. Discussions will cover the various pathways and hurdles regarding a Japanese EHDS.

Session 4: Importance of Domestic Infrastructure in AI Utilization


This session will underline the necessity of an integrated defense architecture that encompasses all layers from legal frameworks to chip technology, ensuring data sovereignty. Experts from Sakura Internet, Fujitsu MONAKA, and the chair of the Digital Agency’s working group will delve into strategies surrounding domestic infrastructure in pursuit of economic security.

About Privacy Tech Association


Founded in August 2022, the Privacy Tech Association aims to promote the social implementation of privacy technology, largely constituted of startups. Its primary objectives include:
1. Enhancing recognition and understanding of privacy tech.
2. Facilitating environments for experimentation and commercialization of privacy technology.
3. Coordinating existing laws regarding privacy tech and developing new regulations.
Currently, it consists of three startup members: Acompany, EAGLYS, and LayerX, along with 15 associate members and 2 special member organizations.
