Civitas Capital Group, a notable player in the real estate finance sector, recently accomplished a significant milestone by finalizing a $33.6 million senior construction loan. This funding will be used for the development of The Lucille, a 240-unit Class A garden-style multifamily community situated in the scenic Fredericksburg, Texas.

The project is set to be constructed by Parkspring Multifamily, a firm based out of Houston and Austin that specializes in high-quality multifamily developments. This new community aims to address the growing demand for residential spaces in an area where housing options have become increasingly limited.

Details of The Lucille


Located in Gillespie County, The Lucille occupies a 14.3-acre site where it will provide a sizeable 200,000 square feet of living space distributed over eight three-story residential buildings. Among the features of this vibrant community will be 156 one-bedroom and 84 two-bedroom units, catering to various tenant needs. Residents can take advantage of a leasing clubhouse that features a resort-style pool, a golf simulator, a co-working space, and even an upscale clubroom, among other amenities.

Favorable Financing Through EB-5 Program


One of the standout aspects of this project is its classification as a rural Targeted Employment Area (TEA) under the EB-5 program. This designation allows qualifying investors to participate at a reduced investment level of $800,000, compared to the standard $1.05 million for projects outside these designated areas. Furthermore, it grants priority processing capabilities for their I-526E petitions, thereby expediting the immigration process and potentially avoiding the risk of visa retrogression.

Community Needs and Development Vision


Fredericksburg is strategically situated approximately 78 miles west of Austin and 70 miles northwest of San Antonio. Notably, 67% of the local workforce currently commutes from the surrounding areas, largely due to a scarcity of affordable housing options nearby. Since late 2024, no new multifamily units have been constructed in the region, highlighting the critical necessity for developments like The Lucille. Construction for this project is anticipated to begin in the third quarter of 2026.
