Aztelekom and Huawei Transform Connectivity in Azerbaijan
In a significant move for digital accessibility, Aztelekom, a part of AZCON Holding, has proudly announced the successful implementation of its national broadband initiative, "Online Azerbaijan," in collaboration with Huawei. This ambitious project has remarkably expanded high-speed internet access to almost every corner of the nation, achieving a connectivity milestone of 99.7% coverage across Azerbaijan.
Since its launch in 2021 through the Ministry of Digital Development and Transport, the Online Azerbaijan initiative has completed connections for up to 3 million homes and businesses. This includes both urban centers and remote villages, with over 2 million connections established in just the last two years. Hasan Omarov, CEO of Aztelekom, emphasized the importance of this initiative, describing it not only as a technological upgrade but as a strategic investment aimed at reducing digital inequality and ensuring fair access to digital services.
Omarov stated, "The Online Azerbaijan mega-project is one of the largest infrastructure initiatives in our country’s history. For the first time, every citizen, regardless of their residence, has equitable access to reliable high-speed internet and digital opportunities. The technological prowess of Huawei, along with its innovative solutions, has been pivotal in developing Azerbaijan's digital infrastructure."
With advanced technologies like 10G and 50G PON on the horizon, the future looks bright for high-capacity broadband services, promising even more rapid internet connections for households and businesses across the country. This digital infrastructure expansion aims to align with government goals of increasing average internet speeds to 50 Mbps by 2025.
Huawei's role in this project aligns with its TECH4ALL program, which focuses on building inclusive digital infrastructures, particularly in underserved regions. Cui Yangyang, director of Huawei's TECH4ALL program, commented, "Our commitment is to leverage innovative technologies to bridge the digital divide and foster an inclusive and sustainable digital world. Ensuring high-speed internet access for everyone, regardless of location, opens opportunities for all citizens, allowing them to contribute to the growing digital economy."
Before the launch of Online Azerbaijan, many rural areas faced limitations in accessing modern connectivity and digital services. The introduction of reliable high-speed internet has dramatically transformed local opportunities in traditional mountain villages like Khinalig. It has empowered local artisans to showcase their crafts to a global audience through live streaming, bolstered tourism, and supported small to medium-sized enterprises.
Moreover, the enhancement of connectivity has broadened online education access for rural schools, narrowing the digital divide and offering students in these regions learning opportunities akin to their urban peers. The initiative also includes ongoing projects in telemedicine and the development of smart cities across the country.
In its next phase, Online Azerbaijan will focus on extending 5G technology and the Internet of Things (IoT) to even the most isolated areas, emphasizing energy efficiency and the adoption of green technologies. This comprehensive digital initiative not only marks a significant leap in Azerbaijan's telecommunications capabilities but also reflects a commitment to building a robust and sustainable digital future.
As evidence of its success, the project has garnered five international awards and has been recognized in prestigious scenarios, including a feature in the Harvard Business Review Türkiye, showcasing it as a model business case. Furthermore, Azerbaijan's advancements in connectivity have propelled it up nine positions in the UN's E-Government Development Index, achieving the top tier of digital governance for the first time in 2025.
