The 5th Global Maritime Cooperation and Ocean Governance Symposium Held in Sanya



On November 26, 2024, the stunning coastal city of Sanya, located in Hainan Province, China, played host to the 5th Global Maritime Cooperation and Ocean Governance Symposium. This prestigious event, co-hosted by several significant organizations including the Huayang Center for Maritime Cooperation and Ocean Governance, the National Institute for South China Sea Studies, and the China Ocean Development Foundation, gathered over 300 experts, academics, and officials from more than 30 countries and regions.

The symposium attracted a considerable online audience as well, with registrations exceeding 2,000 participants looking to engage in pressing discussions on maritime issues.

The opening ceremony was marked by speeches from notable figures, including Wang Yi, a member of the Political Bureau of the CPC Central Committee and China's Foreign Minister; Chen Xiaodong, Vice Minister of Foreign Affairs; and Michael Lodge, Secretary-General of the International Seabed Authority. Their addresses set the stage for in-depth dialogues on the intricacies of maritime governance and international cooperation.

One of the focus areas for the discussions included the governance of global oceans, emphasizing rules, responsibilities, and powers of various stakeholders. Participants also debated the best approaches for resolving maritime disputes, discussing whether dialogue or confrontation would yield more favorable outcomes. Furthermore, the promotion of integrated marine management and the development of a sustainable blue economy were highlighted as critical aspects for the future of ocean governance.

A significant theme throughout the symposium was the call for ecological protection and sustainable development in marine environments, particularly given global environmental challenges. The attendees expressed a collective commitment to fostering cooperation aimed at preserving marine ecosystems while also advancing economic interests.

Wang Yi emphasized the importance of adapting to the historical changes occurring worldwide and addressing the challenges that arise in global governance. He reiterated China’s dedication to enhancing maritime governance frameworks that serve humanity's broader goals. To this end, he proposed three critical points: promoting sustainable and high-quality ocean development, safeguarding universal maritime security, and encouraging intercultural exchanges focused on maritime perspectives.

As discussions unfolded, various panels addressed pivotal topics such as the South China Sea's order within the context of shared security and international law, alongside crucial debates on marine exploration and protection efforts in the polar regions and deep sea.

The symposium concluded with a strong call for a collaborative approach to ocean governance, echoing a broader vision of constructing a shared maritime community destined for a sustainable future. This pivotal event stands as a testament to the commitment of nations worldwide to work together, ensuring the health and governance of our oceans for generations to come.
