August 30, 2024, the Cabinet approved a new “Water Circulation Basic Plan” emphasizing the integration of
DX technologies for sustainable water supply management. This initiative aims to streamline maintenance efforts through advanced technology, including AI and satellite data. In response to this policy shift, Tenchijin is spearheading the seminar titled “
New Leakage Countermeasures Utilizing AI and Satellites,” focusing on enhancing water systems' efficiency.
Tenchijin Compass: Leveraging Satellite Data for Sustainable Water Operations
The
Tenchijin Compass initiative represents a pivotal step towards sustainable water management. This program utilizes satellite data to offer a range of solutions, enhancing the efficiency of water system maintenance. Here are some of its key features:

Leak Risk Assessment Based on Sound Detection: By utilizing satellite data to assess leak risks in 100m square mesh units, this system provides a five-level risk diagnosis. This detailed analysis allows for effective management of water infrastructure by combining pipeline-specific diagnostics with broader assessments.

Support for Pipeline Renewal Plans Based on Local Characteristics: The system evaluates pipeline integrity alongside numerous factors, including the risk of leaks and the importance of connected facilities, such as hospitals and schools. By developing multiple renewal scenarios that address both routine leak risks and disaster readiness, Tenchijin Compass facilitates a transparent prioritization of pipeline updates, taking environmental changes into consideration.
The technological prowess and low barriers to implementation of Tenchijin Compass have been recognized. It recently won the
Minister of Health, Labour and Welfare Award at the
7th Infrastructure Maintenance Awards. Since the service launch in April 2023, the number of contracting municipalities has surpassed 30 as of May 2025, demonstrating strong market interest.
