New Regulations on Asbestos Surveys for Construction Projects

As of January 1, 2026, the implementation of mandatory asbestos surveys by certified professionals is set to commence in Japan. This regulation, established by the Ministry of Health, Labour and Welfare (MHLW), aims to enhance the safety standards related to construction projects, particularly in the context of demolition and renovation where the potential presence of asbestos is a concern.

The MHLW is calling for individuals to obtain the necessary qualifications to conduct these surveys as early as November 13, 2025, via an online campaign. It is crucial for the designated certified professionals, known as "Asbestos Surveyors for Structures," to assess the presence of asbestos in various types of facilities. This includes critical infrastructural elements such as reaction tanks, heating furnaces, boilers, pressure vessels, piping systems, incineration plants, storage facilities, and electrical installations (including generation, transformation, distribution, and transmission facilities).

From January 1, 2026, only certified Asbestos Surveyors will be permitted to carry out these preliminary assessments on specific structures. A significant emphasis is placed on the construction of large buildings, factories, and commercial facilities where indoor wiring is involved, highlighting the urgent need for certified professionals in this sector.

The qualifications for becoming an Asbestos Surveyor require candidates to undergo a standardized training course, typically taking around 11 hours, offered by designated training organizations registered with local labor bureaus. After completing the course, candidates must pass an examination to earn their certification. Given the imminent deadlines, it's anticipated that spots for training sessions may fill quickly, prompting experts to encourage prospective surveyors to register for these courses without delay.

In preparation for the new regulations, the MHLW, alongside the Ministry of Land, Infrastructure, Transport and Tourism, and the Ministry of the Environment, is expected to conduct a nationwide patrol involving inspections and guidance during the late months of 2025. This initiative aims to ensure compliance with the new asbestos management measures and to bolster awareness surrounding the necessity of obtaining proper certification.

Supporting materials such as posters and pamphlets have already begun circulating through industry exhibitions and organizations, aimed at encouraging construction firms and electrical contractors to prioritize certification for their employees. Importantly, the updated training materials for Asbestos Surveyors were made available online on August 22, 2025, clarifying the scope of specific structures that fall under this new requirement.

Asbestos, being a hazardous material, continues to present a serious health risk when disturbed, making such regulations crucial for protecting workers and the public from potential exposure.
