First Ever Certification System for Elderly Support Companies in Japan Launched by Zenshukyo Association

In recognition of these issues, 2023 saw the formulation of the “Guidelines for Service Providers” by multiple government ministries. Despite this progress, the existence of guidelines alone was insufficient to provide assurance to citizens in choosing service providers. Thus, the newly formed certification system becomes critical in bridging this gap and establishing industry credibility.

Details of the Certification Process



Registering for membership as a service provider involves a multi-step process:
1. Period for Application: The application window opens on June 9, 2026, and closes on July 8, 2026.
2. Submission of Examination Documents: Documentation must be submitted between June 22, 2026, and July 21, 2026.
3. Interviews with External Auditors: Interviews with appointed auditors will occur on August 27, 2026, at Zenshukyo's main office.
4. Announcement of Certified Members: The first group of certified members is anticipated to be announced in late September 2026.

Currently, the organization has engaged four external auditors with backgrounds in law, public service, and elder care, who will provide objective evaluations of service providers wishing to gain certification.

Membership and Growth



Since the founding of Zenshukyo, various types of memberships have already commenced. As of June 8, 2026, there are 75 applications for membership, comprising:
  • - 35 provisional members
  • - 25 training members
  • - 15 supporting members

Zenshukyo aims to consolidate high-quality support services for the elderly across all prefectures in Japan. Regular training and support sessions will be conducted, ensuring that societal expectations are met and that the public feels safe when selecting service providers.
