Tokyo's Initiative for Student Global Mobility



The Tokyo Metropolitan Government has announced a new initiative designed to bolster the development of global talent among young people—introducing the "Tokyo Global Passport." This program aims to support the overseas study costs for students, making it easier for them to take that crucial first step towards studying abroad.

Overview of the Tokyo Global Passport



With a focus on creating a new future for Tokyo and Japan, the Tokyo Global Passport features two distinct course options: short-term and medium to long-term study abroad programs. The initiative significantly emphasizes the short-term course, with a generous allocation aimed at students who have yet to experience studying abroad—targeting up to 500 individuals annually.

In response to the rising costs associated with studying overseas, the program will provide substantial financial support to ease the students' personal expenses. For instance, students planning to study in the United States can receive up to ¥900,000 for short-term stays and ¥3,150,000 for extended periods (subject to specific criteria).

Importantly, the initiative does not impose any income restrictions, inviting motivated young individuals from various backgrounds to engage with international education, thus expanding the possibilities for student participation.

Who is Eligible?



The program seeks proactive individuals who aspire to become global talents—students who can demonstrate initiative and a willingness to explore uncharted territories.

Criteria for Participation

  • - Must maintain Japanese nationality during application and study abroad.
  • - No income restrictions are applied.
  • - Must be enrolled in a domestic university or a similar institution at the time of application.
  • - The primary resident of the applicant must have been living in Tokyo for at least one year.
  • - Must be under the age of 30 as of April 1, 2026.
  • - Study abroad activities solely focused on language acquisition are ineligible.
  • - Certain academic performance and language proficiency standards must be met.
  • - Cannot simultaneously apply for other overseas study assistance programs.

This initiative is fundamentally designed to enable more students to embark on their first overseas study experience, thus fostering global awareness and understanding.
