The Current Landscape



On March 27, 2026, both the Ministry of Agriculture, Forestry and Fisheries and the Immigration Services Agency announced an immediate halt on new applications for Technical Skill Number 1 for the restaurant sector, effective from April 13. This decision was prompted by the near-capacity of accepted applicants, with approximately 46,000 out of a quota of 50,000 already in the country as of the end of February. As many restaurants that previously relied on this system grapple with their next staffing strategies, Technical Skill Number 2 has emerged as a significant alternative.
